FILE: 1535-P The Planning Manager recommends conditional approval of the request subject to full compliance with the landscaping and screening requirements of Section 30-3 1. Mrs. Broussard wants to operate a daycare for 7-12 children, ages fi-orn, 2-4, 7:30 a.m. to 5:30 p.m. daily. The house to be used contains 726 square feet and the lot lies between Emile Street on the east and Avenue F on the west. This property is north of Washington Boulevard and south of Prairie Avenue. Avenue "F" is not paved south of Terrell. The lot is zoned RM-H and daycare centers are permitted with a specific use permit. Exhibits are attached. I have been certified with the state of Texas for two years and have maintained a safe and efficient Registered Family Home. I have been in compliance in every area during annual inspections, plus I have also received an award for excellent monitoring reviews with the USDA food program. I am submitting this letter of intent in hopes to obtain a specific use permit for a Group Day -Care Home (A Group Day -Care Home is a facility that provides care for less than twenty-four hours a day for seven to twelve children under fourteen years). My intentions are to provide a safe, loving, learning, home like environment for the children. I have requested a permit for a Group Day -Care Home, opposed of a Day -Care center because I strongly believe that quality is better than quantity. I love getting up every morning working with the children. When these children grow and enter into the community as caring and productive adults, I hope that the love and care that I've given them will make a difference not only in their lives, but in the lives of many others. I have attached a daily schedule which gives an accurate account of our daily activities. As you can see, we have a very busy and productive days. The children that are currently in my Registered Family Home are very advanced, both with academics and social skills. I believe that working with children in a small, home like atmosphere builds trust, confidence and promotes early learning. I truly believe that I have found my place working with children. Having the Group Day -Care Home would not only enable me to obtain a life long dream, but it would also make a difference in the lives of children. My goat is to open and operate a GroupDa-Care Home, with an assistant where I could teach a group of twelve or less children, ages ranging from two to our years old. I am married with four beautiful daughters and I'm very active in the public school system . I would like to share my previous years of experience and qualifications with you. I supervised an after school program, in Austin, Texas, that was called "Ex -tend -A -Care". My responsibilities were to supervise four staff members and over eighty children. We provided a safe haven for children, that in most cases might have been latch -key kids. I was employed with Austin Independent School District as a certified Parent Educator with the communities in schools program. In the Bearington School in Houston, Texas, I was employed in the capacity as pre-k three teacher. I've worked as a case worker with Catholic Charities, where I placed children in child care centers and trained child care givers. The location that I would like to open the Group Day -Care Home is located next door to my home, which would make it very convenient for me and my family, and would be an immense blessing. The specific use of the property will in no way diminish or impair the property value of the surrounding area. The appearance of the property will remain the same, with the exception of a small front yard sign, (sized to regulation) and backyard play equipment for the Group Day -Care Home facility. The backyard is fenced in so not to pose a safety issue for the children and surrounding neighbors. There is currently only one vacant property in the immediate area. It is located at the comer of Terrell and Avenue F, and the property has been empty for over five years. I've had a very possitive response from all the neighbors and have no reason to believe that my Group Day -Care Home would impede the normal and orderly development or improvement of the surrounding vacant area. The Group Day -Care Home will operate on the same scale as a normal residence, with the exception of a few changes requested to meet both city and state guidelines. Due to the size of the Group Day -Care Home, the number of occupants, and the fact that my residence is next door, there will no concern for parking. The required parking has been drawn on the site plan. No special amendments are necessary for utilities, access roads, drainage and other supporting facilities. Adequate measures will be taken on a daily bases to respect the rights of the neighbors. The nature of the Group Day -Care Home will in no way cause offense with orders, fumes, dust, noise or vibrations. The Group Day -Care Home will be open onlyduring day time hours of 7:30a.m.-5:30p.m., with the exception of occasional special programs. In keeping with all city and state guidelines this Group Day -Care Home will remain in accordance with the comprehensive planes. Hopefully, I have addressed all necessary areas of importance for applying for the specific use permit.
