SUBJECT: Request for a specific use permit to allow a charter school (high school) in a GC -MD
District in a lease space at 209 N. I It" Street at Laurel Avenue.

STAFF REPORT
The Planning Manager recommends approval of the charter school. This application is in
compliance with the eight conditions necessary for approval.
Brenda Lewis, principal of the Eagle Project Charter School, has requested a specific use
permit to establish a charter school for high school students inside a 6,500 square foot lease
space in an existing commercial building at 209 N. 1 11h Street. This property is owned by
C. W. Conn.
The school will operate from 8 a.m. to 2 p.m. Monday through Friday. The applicant states
that 150 students will be enrolled, Charter Schools are approved by the State and have the
cooperation of the local school districts.
Transportation to school is the responsibility of each student. Ample parking exists in this
commercial development in front and at the rear of the building,

To Whom It May Concern:
The Eagle Charter School is a public high school that housed 150 students during the
2000-2001 school year. Due to growing demands, we have decided to increase our
enrollment to 200 students. Our operation hours are from 8:00 to 2:00 Monday — Friday.
The first floor ofthe proposed property located at 209 North 11 1h Street will house at least
150 of the 200 students. Most activities will be held inside with limited outdoor
activities.

This application is in compliance with the eight conditions necessary for approval. The
school principal and the property owner (C. W. Conn) are in agreement that the 6,500 square
foot lease space will accommodate the 150 students. The operation will be in compliance
with State Chatter School requirements regarding mandated curriculum accreditations and
educational standards leading to high school graduation.
