Richardson, Planning Manager SUBJECT: Request to rezone a 1.808 acre tract of vacant land from RS (Residential Single Family Dwelling) to GC -MD (General Commercial -Multiple Family Dwelling) District. FILE: 1566-Z STAFF REPORT The Planning Manager recommends approval of the request. Family Services of Southeast Texas has purchased a 3.495 acre tract of land fronting along Concord for 250 feet, This property extends to the northeast approximately 600 feet. The social service bought all of Lot 4 and the west 50 feet of Lot 3, Block 3, French Heights Addition, Lot 3 and the southwest 250 feet of Lot 4 are already zoned GC -MD. It is the back portion of Lot 4 that the applicant has requested to be changed from RS to GC -MD. Family Services is planning to build 4-5 unit apartment buildings and then rent the apartments to qualified occupants. A site plan shows four buildings and a community center building. Future development will provide an additional four buildings. The immediate proposal includes the 1,800 square foot community center, two offices, a playground, kitchen, laundry room and a meeting room. A property management company will manage and operate this development. According to the applicant's written statement, the community center will be used for "on site job training seminars, group counseling and community based outreach programs." Exhibits are attached. Family Services of Southeast Texas is proposing to develop the proposed site to provide 4-5 unit multi -family apartments, a playground, and a 1,800 sq. ft. community center, including 2 offices, small kitchen, laundry room, and meeting room. Approximately 4 additional 5-unit buildings could be added to the rear of the site. A professional property management group will manage this development and the proposed tenants are required to meet rigorous selection criteria in order to qualify for occupancy. The community center will be used for various on site job training seminars, group counseling meetings, and will also attempt to be a hub for other community based outreach programs. The proposed land use and architectural character of the development is consistent with the neighborhood's past and present development patterns. Attached are the architect's site plan and a color picture of the proposed multi -family units. We would like to appear before the joint public hearing on July 16, 2001.
