STAFF REPORT
The Planning Manager recommends approval of the proposed subdivision, subject to
compliance with the directives of DD#6 regarding lot elevations. The manager also endorses
the waiver of temporary cul-de-sac requirements.
Now Cornerstone Builders is planning to develop Section Two of Washington West
Addition. This is an 8.98 acre tract lying south of and abutting Washington West Unit One,
The single family subdivision lies at the western end of the City, south of Washington
Boulevard. The property was annexed in 1986. Section or Unit One was platted in 1992 and
consisted of 7 blocks and 60 lots. Fittz and Shipman, Inc., are the consulting engineers.
Section Two shows 34 new single family lots in block numbers 2, 4, 5, 6, 7 and 8.
This plat was distributed to all interested parties, The Planning Division received several
comments regarding the proposal. Questions about fire hydrants, dead-end streets, street
lights, drainage (storm sewers) and elevations were raised by some of those contacted. A
revised plat showing corrections, revisions and additions was received by staff and same was
distributed to those parties concerned. The revised plat addressed the earlier concerns and
is acceptable.
DD#6 has concerns about possible flooding in Section Two since Unit One had high water
and some house flooding during the recent heavy rains. A note has been added to the plat
which states: "All residences shall have minimum floor elevation 26.00 (ft.) per Jefferson
County Drainage District No. 6 requirements." The consulting engineers will show the
elevations of each lot on the final plat. The base flood elevation shall be 25 feet according
to DD#6 engineers after a drainage study was completed.
The Planning Division staff has determined that part of the subdivision lies within the "B"
flood zone (500 year -moderate hazards). This will also be reflected in the notes on the plat.
Most of the subdivision does lie in the "C" minimum hazard flood zone.

This is a follow-up letter to Mr. Doug Canant's (District engineer) letter of
June 27. 1 would like to once again emphasize the necessity to have any
new homes in this subdivision raised to the elevation of 26'above mean
sea level. This subdivision has flooded Several- times in the past and will
continue to sustain serious flooding if the city does not mandate that
these structures be elevated. Enclosed for your file is a letter I sent on
November 13, 1996, outlining that that was the case then, and it is
certainly the case today, '

Your concerns that have been recently brought to our attention pertaining to periodic
flooding within and surrounding your subdivision were addressed at our meeting of
November 5, 1996.
As was recently explained, the District has begun studying the stream known as
Willow Marsh, which is immediately to the west of your neighborhood and serves as
the main drainage corridor for a large portion of the county lying west of the city
limits of Beaumont. Our Board accepts your concerns and supports research to
attempt to arrive at a feasible solution to your problem, as well as other residents of
West Jefferson County within the above -mentioned watershed. Upstream detention
areas are proving to be workable solutions in other areas of the District; and this,
along with channel improvement to the downstream portion of Willow Marsh, are also
being studied.
We are relaying your concerns to the City of Beaumont, and we hope they will advise
people to increase the elevation of their slabs. We will continue to research the
problem within your area and begin working on a solution. Feel free to contact us at
any time.
We appreciate your understanding and acknowledge your concerns.

Focus: Flooding Problem (Curbside culvert system)
As residents of the Washington West Subdivision and surrounding areas, we are extremely concerned-,
about the flood waters at the time of a torrential rain, This problem presents economical, health. and
rescue problems, that we as residents are seriously concerned about. This issue is being presented to the
City of Beaumont, Jefferson County and Drainage District 6 for prompt resolution. We as residents are
committed in helping to resolve this serious issue boforc any catastrophes happen..
The focus of I this document is to inform the City of Beaumont, Jefferson County and Drainage District 6
that our ditches and streets remain flooded for at least 15 to 16 hours after -the rain (8" 10 911) has stopped.
At the point that our main drain off ditch, oust west of Washington West Subdivision) fills about half
way, our neighborhood becomes back flooded from the run -Off in that ditch. When this happens, most Of
the streets in Washington West Subdivision arc flooded a mini lnumof 18" at the roads crest. At this
point it is impossible for residents.or rescue teams to drive to the majority of most residents.I
Once again, as taxpayers and residents of Beaumont and Jefferson County, we feel that resolving this
problem will maintain our property value and also entice others to buy and build in this area, which is

Due to the proximity of this subdivision to Willow Marsh Bayou and its
associated flood plain, we recommend that a base flood elevation be
established for this subdivision at Elevation 25.0'and that a minimum
finished floor for any structures be required at 26.0above mean sea
level.
We recommend that thic natural ground in the centcr of cacl-, 'lot be
placed on the final plat.
Additionally, the outfall culvert which empties into our drainage ditch
will need to be constructed with our standard concrete erosion
protection.
