SUBJECT: Request for a specific use permit to allow a charter school (K-12) in an existing
building at 3380 Fannin in a GC -MD (General Commercial -Multiple Family
Dwelling) District.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit request to allow a
charter school in the Girls Haven facility at 3380 Fannin.
Karen E. Fitzhugh, the Executive Director of Girls Haven, wants to operate a charter school
for 100 students within the confines of the existing facilities at 3380 Fannin.
The charter school will serve elementary and high school students. A specific use permit is
required in any zoning district. The applicant operates Girls Haven, a non-profit corporation
that is a residence for girls ages 8-17 who cannot live at home. The building has been
renovated since it was the BPM Club.
The "Ehrhart" School will accept students from any school in the B.I.S.D., as well as from
the residents of Girls Haven, Hours of operation will be from 7:45 a.m. to 6:00 p.m. Monday
through Friday. The site was rezoned from HI to GC -MD in 1998 to allow the residential
use for Girls Haven.
