SUBJECT: Request for a specific use permit in an RCR (Residential Conservation and
Revitalization) District to allow a drapery design/interior design and accessory store
at 2495 Broadway/390 Ninth Street.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit request. The
application is in compliance with the eight conditions necessary for a specific use pen -nit.
Alvin and Dorothy McKnight wish to open an interior design firm which will emphasize
draperies and other textiles. They will also sell accessories such as paintings, candles and
small decorative items.
The existing buildings at the southeast comer of Broadway and Ninth Street were used for
many years as Douglas Steinman, Jr.'s, architectural firm.
A new driveway and a small parking lot will be constructed off Broadway for additional
access. Signage will be required to comply with the special sign regulations of the Oaks
Historic District.

We are hereby submitting our application for a specific use permit along with supporting
documents in the hope of receiving permission to adapt the above site to our business
needs. McKnight Drapery and Interiors is an Interior Design firm with emphasis on
Interior textiles, such as draperies for windows, bedspreads, upholstery, cloths for tables,
etc. In connection with the custom products mentioned, we also handle framed
original art (oil paintings), candles, potpourri and other small scale decorative items.
We plan no major site changes, other than a circular driveway in front of the house,
which has been previously approved by the Historical Commission. It is our intent to
maintain the integrity of the existing structure, and to retain the appearance of a fine old
residential structure.
We have begun to clean up the landscape to restore the beauty of the lot on which the
house sits. We are planning signage in compliance with existing guidelines.

Brief History
2495 Broadway was originally the home site of Lamar Cecil built by A. L. Calhoun in
1939. It was subsequently purchased by the Steinman Architectural firm, and has housed
the business of Labiche architects for the past 15 years. McKnight Drapery has recently
purchased this building and intends to make minor additions in order to maintain its
original residential appeal.

C. As a residential space, all property drainage flowed into the streets,
which are curbed and guttered. Standing water on the property is not
an issue
D. No additional landscape is planned unless seen as necessary by the
planning commission, other than cleaning up existing landscape.
E. Trash receptacles are residential and provided by the city, location of
intended storage is indicated on this plan. Any additional lighting in
the future will involve enhancement uplighting in the back yard trees.

Comment on condition# I follows:
1. This property was used since the early 1980's as the architectural firm of Douglas
Steinman, Jr. After Mr. Steinman's passing, Dohn LaBiche continued the practice.
The 2495 Broadway address is also listed as 390 Ninth Street, This site is across the
street from an insurance company, advertising company and a dental office. The
applicant's drapery and accessory design store will fit comfortably into this
immediate neighborhood.
