Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Tuscany Park, Lots 1-6, Phases One & Two, containing 12.01 acres, situated in the 3300 to 3500 blocks of Dowlen Road and zoned PUD (Planned Unit Development) District. FILE: Preliminary Plat - Tuscany Park, Phases I and 2 STAFF REPORT The Planning Manager recommends approval of the Preliminary Plat of Tuscany Park. This 12 acre commercial complex received a zone change from RS to RM-H and a specific use permit for offices October 26, 1999. It was rezoned again to PUD March 27, 2001. This was to allow a greater diversity of land uses. Three buildings are under construction, permitted under the specific use permit granted in 1999, The owner, Brent Coon, is now dividing the property into six lots, Phase I consists of Lots 1, 2 and 3, where the first three building permits were issued. Lots 4, 5 and 6 are the lots in Phase 2. Any proposed uses after the date of the PUD zoning will be required to obtain specific use permits. The property is being developed by Brentwood Investments Development Company. Carroll & Blackman, Inc., is the consulting engineering firm and the applicant representing the owner. This plat was sent out to all interested parties. No objections have been received at the time of the writing of this report. Exhibits are attached. Box 3827 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Manager I _ rJ,* �M jgj:4 Dear Mr. Richardson: Transmitted herewith in regard to the above referenced are the following: 1) 30 prints of the preliminary plat for Phase One & Two of Tuscany Park 2) $ 300.00 application fee (check no. 7035) 3) Reduced copy (8Y2" X 1 V) of the preliminary plat for your staff report 4) Draft copy of Declaration of Covenants, Conditions, and Restrictions This preliminary plat Is submitted in follow up to our meeting on Thursday (I 0h) and subsequent rezoning of the property from RM-H to PUD back in March of this year. Phase One, which consists of the front three building is nearing completion at this time. All of the improvements for both Phases will be privately maintained with the exception of the water main which loops the entire 12 acre site. The water system improvements have been completed, inspected, and tested by Water Utilities with easements for access and maintenance to be dedicated as a part of the final plat for Phase One. Consistent with our zoning application and the accompanying Land Use Plan, the owner now wishes to subdivide the property into lots and common areas as proposed in our submittal this past February. SANITARY SEWER SERVICE: FIRE PROTECTION: ADEQUACY OF SERVICE: Sanitary sewers will be privately maintained. Fire protection is provided by Station 49, 7010 Gladys Avenue. Existing and proposed services and utilities are adequate.
