Richardson, Planning Manager SUBJECT: Request for a 12-month time extension on a specific use permit granted by the City Council on October 5, 1999, Ordinance No. 99-70 (Amendment to File 147 1 -Z/P). FILE: 1577-P STAFF REPORT The Planning Manager recommends approval of the request to extend the time limit for start of construction from October 5, 2001 to October 5, 2002. The City Council granted a specific use permit and a zone change to GC-MD-2 (General Commercial -Multiple Family Dwelling -2) for a 2.2275 acre tract on October 5, 1999. The specific use permit was for the proposed Beaumont Telco Federal Credit Union building. Carroll & Blackman, Inc., was representing W.T. "Bill" Little at the time. Since then the property has been platted as Lot 1, Bell Pointe Addition and contains 2.2378 acres. Lots I and 2, Bell Pointe was filed for record in the Jefferson County Map Records on August 21, 2001. (Lot I is addressed at 1955 Dowlen Road). The credit union now owns the property. A private street has been constructed and the public utilities to the site have been accepted by the City Council. A new median cut in Dowlen Road has also been completed. The credit union will probably begin actual construction of the 8,000 square foot structure within the next 90 days, according to a Carroll & Blackman spokesman. Exhibits are attached. Richardson, AICP Planning Manager Re: Specific Use Permit -File 1471-ZIP Dear Mr. Richardson: On September 20, 1999 the Planning and Zoning Commission approved a zone change on a 2.7131 acre tract fronting the 1900 block of Dowlen Road from a R-S designation to GC-MD2 with an accompanying Specific Use Permit. Beaumont Telco Federal Credit Union purchased this property shortly after this approval, has now completed the entrance street and pertinent utilities on this site, and has subdivided the property under the name Bell Pointe. The Credit Union recently retained the services of an architect and general contractor to design and construct their new 8, 000 square foot branch facility with plans to be submitted for permit within the next 90 days. Given the two (2) year time limit for a Specific Use Permit, at this time on behalf of our client, Beaumont Telco Federal Credit Union, we would like to request a time extension of 1 year on this Specific Use Permit. Certainly the Credit Union had planned to be much further along with this project to date but they have completed, at a substantial cost ($800,000), all of the base work (site purchase, engineering, construction of the median cut, street and utility improvements, subdividing for permit, etc.) in preparation for construction of their new building site, all in accordance with City standards and guidelines. Jefferson County Employees Credit Union has recently merged with Beaumont Telco and they are very anxious to transform this vacant land into a very upscale facility to compliment the existing business environment along this stretch of Dowlen Road. We trust that this request for extension will meet with favorable approval by both the Planning Commission and City Council at the Joint Public Hearing scheduled for September I 7". Mr. Stephen C.
