Richardson, Planning Manager SUBJECT: Request for a zone change from RS (Residential Single Family Dwelling) to NC (Neighborhood Commercial) District. FILE: 1582-2 The Planning Manager recommends denial of the zone change request. This is an example of "spot" zoning. A change to NC or other commercial would create a commercial island surrounded by a single family zoned and developed neighborhood, Mrs. Douglas owns three lots at Todd and Doty in far west Beaumont. This area was annexed into the City in 1957 and zoned for single family uses in 1964. The Gulf Terrace Addition was slow to develop, but this subdivision is now a residential neighborhood. The applicant wants to open a two -chair beauty shop in her house. Exhibits are attached. Planning Commission and City Council City of Beaumont, TX Dear Council Members, As requested this letter is to ask for your permission to work out of my home as a hairstylist. My reasons for wanting to conduct business from my home are varied. First, as a single female trying to maintain a home and earn a living, I find it would be more cost effective to operate my business in my home. Fortunately, the floor plan is suitable for this type of business. Second, the majority of my clientele consist of senior citizens who find it stressful driving in some of the more congested areas of town. Since my home is located almost at the edge of the city limits they would be able to avoid most of these areas, but at the same time would not cause a noticeable increase of traffic on my street. I have ample paved parking to accommodate the one or two clients that I would have there at a time. I have taken into consideration the affect this type of business might have on my neighbors, but after talking with several of them I find their responses to be supportive. If granted your permission to conduct business from my home I can assure you it will be handled in a professional manner and the premises will continue to be well maintained. Please rest assured that this request has been brought before you after careful evaluation of all aspects of this venture. I feel very confident that if I am allowed to proceed I will be able to fulfill my obligations regarding guidelines set by the City of Beaumont as well as those of the Texas Cosmetology Commission.
