SUBJECT: Request for a specific use permit to allow office and counseling space for a church
ministry in an RCR (Residential Conservation and Revitalization) District and LI (Light
Industrial) District.

The Planning Manager recommends approval of the specific use permit.
Ebenezer Missionary Baptist Church, which is across the street from the subject property, wants
to use the facility for office space and space for counseling for their church ministries.
860 Trinity is a former doctor's office that has long been vacant. In 1999, House of Praise
Deliverance Ministries, received a specific use permit to allow the operation of a church
education facility at this location. The building was to provide space for GED classes. This
use never materialized.
Ebenezer Missionary Baptist Church now wishes to use the building to provide counseling
space for such needs as addiction problems, pre -marital counseling, marriage reconciliation,
etc.

Subject: Request for Specific Use Permit
1.) The facility will be used for office space and counseling for our Church Ministries.
The proposed counseling will be for individuals who have addictions and their families as
needed. It will also be used in other counseling areas such as pre -marital, marriage
reconciliation, etc,
2.) The building and property will be cleaned up and renovated but no major changes will be
made to its interior.
3.) Improvement will be made as needed with the utilities, to maintain and comply with city
codes. The drainage and access road is -sufficient and no changes will be made at this time,
4.) The parking area is adequate for our needs. Parking spaces will be lined as needed to meet
any city requirements. Since the property was already set-ups with driveways and parking
for a business and has been used in the past as a business property, all of the concerns are at
present adequate.
5.) The property will not be used in a manner that will give off any offense odors, fumes, heavy
dust, loud noises or vibrations.
6.) Any out side lights that is deemed necessary for the safety of our employees or clients will be
directed in such a way not to disturb or have an adverse affect on other properties.
7.) The landscaping which is located on the property consist of evergreen wax leaf plants, trees,
and other seasonal blooming plants, seem to be more than adequate for the property. These
plants are located on the south side of the building and the north side fence area of the
building. These areas will be cleaned up and plants will be cut,and pruned as necessary,
8) The proposed use will be in accordance with the overall comprehensive plan that has been
previously identified.
We ask that we be allowed to use the property as we have requested. We believe that with this
property and the requested use, we can be a benefit to our community and surrounding area. We
will be able to help/assist the people in need and also be, a plus to the City of Beaumont by renovating
and using a piece of property that has been vacant and unused for long periods of time. We are
leasing to. own this property and our intent is to buy other properties in this same block area.

This application is in compliance with the eight conditions necessary for approval. Following
are comments on Conditions I and 8:
1) The land uses in this neighborhood include a City fire station, an automobile repair
shop, a cathedral, a church and the County probation offices. The proposed use of this
vacant medical office will enhance the neighborhood.
8) The Comprehensive Plan shows this property in the area of the Central Business
District, The proposed use is compatible with the area and will aid in the conservation
of the neighborhood.
