STAFF REPORT
The Planning Manager recommends approval of the preliminary plat subject to compliance
with the comments listed below and approval of the variance to the maximum 800 foot cul-de-
sac length. A revised plat will be required with copies for distribution.
This 7.88 acre tract to be developed as a single family subdivision lies west of Bigner Road and
north of Nelkin Lane and the existing Pinebrook Place Subdivision in northeast Beaumont.
Habitat for Humanity plans to build 32 houses on Jenard Lane. Nelkin Lane will be extended
to provide access into the new subdivision. An existing 28' wide concrete bridge spans a
drainage channel separating Pinebrook Place, Units I and 2. Jenard Lane will be constructed
to allow future extensions to the west or north. A temporary cul-de-sac will be constructed at
the north end of Jenard Lane. The length of the roadway from the intersection of Nelkin Lane
to the northern end is approximately 930 feet, An additional 20 foot wide drainage right-of-
way will be dedicated along the east side of the subdivision.
This subdivision plat was sent to all interested parties for review. Comments were received as
follows:
1) The two 15'drainage easements shown between Lots 7 and 8, Block 5 and on the cast
side of Lot 15, Block 5 need to be changed to 20' drainage easements,
2) The water main will need to be looped back into the main on Bigner Road.
3) Additional street lights are required as indicated by the Traffic Manager.
All of the above comments have been discussed to the consulting engineers for compliance.
The engineer stated that all of the comments will be addressed at the Planning Commission
meeting.

Submitted for your review and comment are thirty (30) blueprints of the Preliminary Plat and the $300.00
processing fee for the proposed Pinebrook Place Unit Two Subdivision located on West of Bigner Road
and north of Nelkin Lane and the existing Pinebrook Place Subdivision in Northeast Beaumont. The
subdivision will be developed for single family residence construction.

The Pinebrook Place Unit Two Subdivision appears on many city maps as an unrecorded subdivision in
which no streets or utilities were developed. The Preliminary Plan follows the general concept of the
original subdivision plan. We are indicating a 20 foot strip along the southern edge of the proposed
subdivision which will be a dedicated right-of-way to widen the existing 40 foot wide drainage easement.
Paving for Jenard Lane will be constructed to allow future extensions of the roadway to the west or north.
A temporary cul-de-sac will be constructed at the north end of Jenard Lane. However, since the length of
roadway is approximately 930 feet from the intersection of Nelkin Lane to the Northern end, we are
requesting a variance to the maximum 800 foot length of cul-de-sac, Sec. 24-13 (h).
Preliminary drainage calculations to accompany the preliminary plat are attached and will also be sent to
the City of Beaumont Engineering Department.
