Richardson, Planning Manager HEII SUBJECT: Request for a zone change from RM-H (Residential Multiple Family -Highest Density) District to GC-MD-2 (General Commercial -Multiple Family Dwelling-2) District and a specific use permit to allow a towing office and a vehicle storage facility. FILE: 1606-Z/P The Planning Manager recommends approval of this request subject to the sign on the front fence being relocated so that the sign support is at least 10' from the property line and with a modification to the landscaping requirements along the east property line. Landry Rountree, owner of Landry's Towing, wishes to locate his business at 1575 S. Major Drive, The business will consist of an office and vehicle storage facility. The office will be used for administrative, dispatching, processing stored vehicles and 24 hour on site security. The storage facility will be screened, surfaced and lighted to meet TxDOT and City of Beaumont regulations. Mr. Rountree states that the storage facility will be used to store vehicles impounded by the City of Beaumont and Lamar University police departments, Texas Department of Public Safety and Jefferson County Sheriffs Office (wrecks, stolen, custody arrest and abandoned vehicles, etc.). The property to the south is being developed as a mini -warehousing facility. To the north are commercial uses. The property will be totally fenced. The front third of the property will be surrounded by an 8 foot tall chain link fence. The rear two-thirds of the property will be screened by an 8 foot tall metal screening fence. The site plan shows a 4'x 8' owner identification sign attached to the front fence. The Zoning Ordinance requires that a detached sign be set back at 10' from a property line. Mr. Neff, the property owner to the east, is asking for the fence and drainage swell and that no trees be required. Exhibits are attached. Landry's 24 Hour Towing 9855 Washington Beaumont, Tx, 777078 (409)860-3719 Dear Zoning Commission: 02/26/2002 The purpose of this letter is to address the eight items listed on the lower back section of the Specific Use Permit Application. The items are addressed in the order that they are listed on the sheet. 1. The property will be used for office space and storage of vehicles being stored due to accidents or other law enforcement agencies and private tows. The property to the south is being developed for climate controlled mini storage, and to the North there are at least four businesses related to the transportation industry. A vehicle storage facility would be compatible to these other businesses in the surrounding area. The landscaping and screening would neat and clean so as not to take away from the overall appearance of neighboring businesses. 2. The use of the property would be contained within the boundaries of the fenced property and two-thirds of the area would be screened to be totally out of the view of surrounding properties and streets. 3. Water, sewer, electrical service and phone utilities would be accessed to the office in accordance with city codes. Drainage is already in place and would be added to drain water from this property toward the ditch on South Major Drive to the front of the property. 4. The ninty-four foot by sixty foot concrete parking area at the entrance would allow three parking spaces (one handicapped space included) and adequate room for entering and exiting the property. The storage lot is designed for vehicles to be brought in and removed in a safe and convenient manner. 5. The eight -foot metal fence would provide protection against offensive odors, fumes, dust, and noise. I do not know how vibrations could be caused by scope of this facility; therefore that item would be non -applicable to the best of my knowledge. 6. The nearest lighting will be over one hundred fifty -foot from residential borders and will be directed to not adversely affect these or other properties. 7. The landscaping will be to city ordinance specifications, with three trees on South Major Drive border and shrubbery in between them and required irrigation. The screening for the vehicle storage facility will be eight foot metal with eight foot wood facing the residential border and a rolling gate with privacy slats, all screening exceeds state and city requirements. 8. The proposed facility at this location will not only benefit my business but the comprehensive plan of the area by providing quick response and safe convenient access to the motoring public in obtaining their stored vehicles. Our company has been in business in Beaumont since 1980, therefore I can understand the importance and need for Vehicle Storage Facilities in the City of Beaumont in keeping vehicles in the above mentioned situations from being scattered throughout the city in residential, commercial and public street places. Major Drive is a road that is poised to be one of Beaumont's premiere thoroughfares and development areas, and it is our goal as a company to provide a business there that will compliment the comprehensive plan for Major Drive and the City of Beaumont.
