Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Barrington Heights, Phase V FILE: Preliminary Plat - Barrington Heights, Phase V STAFF REPORT The Planning Manager recommends approval of the preliminary plat subject to providing: 1) the surveyor's certificate on the plat 2) the owner's signature on the plat 3) additional I Wx 15' utility easements as designated by Entergy. A revised plat will be required with copies for distribution. This 14.34 acre tract to be developed as a 49 lot single family subdivision lies west and south of existing phases of Barrington Heights, As in previous phases, sidewalks will be installed on both sides of all streets. Restrictions and street lighting will be the same as for the rest of Barrington Heights. As part of this application, a concept plan has been submitted showing how the property to the west may be developed. In 2000, the concept plan for Barrington Heights showed the extension of Heights Avenue to Delaware. At the time, the future of the property to the west was unknown since it was owned by Amoco. Since that time, that property has been bought by Delaware Extension Development, Ltd. The developer of Barrington Heights is a partner in that company. The concept plan now calls for Claibourn Drive to be extended, as a collector, to the property west and Major Drive as part of the development of Barrington Heights, Phase VI. As part of future development, two additional collector streets would be extended south to the Delaware Extension. This subdivision plat was sent to all interested parties for review. Comments were received as follows: I) There is no surveyor's certificate on the plat. 2) There is no owner's signature on the plat. 3) Additional I O'x 15' utility easements are required. All utilities and improvements will be provided by the developer. Phase V will be a restricted development, imposing the same basic restrictions as those previously adopted. As with all other phases of this project, sidewalks will be constructed on both sides of all streets as construction of each home is completed. Street lights will be installed at the locations shown and will be of the same type (acorn -style) as installed in the previous 4 phases. Phase IV, which was completed this past fall, included construction of the trunk system for drainage, water, and sanitary sewer improvements proposed 1360 7" Street for Phase V. Please note that the drainage for Phase V is consistent with the 7111nont, Texas 77702 master drainage plan that was submitted and approved as a part of Phase Ill f Pbone: 409-833-3363 back in March of 2000. MX: 409-833-0317 E-mail, cbi@icbieng.con1 Stephen Richardson, AICP City Of Beaumont Planning Manager 22 March 2002 Page 2 of 2 When the conceptual plan forBarrington Heights was first submitted in 1998, development plans for the 210 acre tract to the west were uncertain although the developer was actively involved at that time in negotiations with Amoco Production to acquire at least a portion of this land. Given that option and the unknown timing for the extension of Delaware, two collector streets were proposed as optional outlets, the intent being to construct one or the other depending largely on the land acquisition to the west. At the end of 2000, the 210 acres to the west was purchased by an investment group (Delaware Extension Development, Ltd.) of which the developerof Barrington Heights is a partner. Current plans to construct a new elementary school on 20 acres of this tract and surround this area with a residential neighborhood are conceptually illustrated on the attached masterplan. As shown, plans are to eventually extend the existing collector street, Claibourn Drive, west through to Major Drive (FM 364) and extend two additional collectors south, one of which would adjoin the proposed school site. Plans for Phase V1 of Barrington Heights will include the extension of Claibourn Drive into the 210 acre tract. The base design for this conceptual plan (school site)was partially developed by another local engineering firm which we were allowed to use by permission from the development group. This plan has been modified per input from the developer of Barrington Heights, a partner in that development group, and does not reflect the overall design of streets and lots prepared by others. We trust that this development plan will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled forApril 15'h 2002.
