STAFF REPORT
The Planning Manager recommends approval of this specific use permit subject to deleting the
parking in front of the building and with a modification to the landscaping and screening
requirements.
Rayrnundo Gonzales, the applicant representing New Life Tabernacle, would like to establish
a Spanish Sunday School and Bible study facility at 6655 Highway 105. This would be an
outreach of New Life Tabernacle Church which is the owner of the subject property.
This property was formerly a convenience store but it has been vacant for many years. The
church would like to renovate this building and use it for church activities. Activities would
be held on Sundays and Wednesday evenings. Now Life Tabernacle is west of the subject
property.
There will be a 2'x 15'sign installed on the front of the building. Parking will occur on the old
convenience store's parking area and will use existing curb cuts. The Traffic Manager has
approved the parking layout subject to removal of the three parking spaces in front of the
building.
The applicant is requesting a modification to the landscaping and screening requirements.
Typically, an 8'tall screening fence and 10'wide landscape strip on the south, cast and west
sides of the property would be required. Property on both sides of the subject property is
owned by New Life Tabernacle. The property to the south is zoned RS and is vacant. The
subject property is approximately 470' deep. The building is on the far north end of the
property with the remainder of the property vacant.

I- The specific use of this property will be for a Spanish Sunday school and Bible study
Facility which is an outreach of NEW LIFE TABERNACLE.
The building is on property owned by our church, the improvements to this building
Will not impair or diminish property values to the immediate vicinity; It will have a
Positive impact on the immediate vicinity.'
2- The specific use of the property is religious use; On Sundays and on a midweek evening
the property to the east is on our property and the property to the west is also with in the
boundaries of our property (meaning it is our church's property) To the north across
highway 105 there are apartments, and to the south is open fields, we do not feel that
we will impede normal and orderly development and improvement of surrounding
vacant property,
3- The adequate utilities; Plumbing and drainage are part of the building, with men and
women bathroom facilities already existing and are OK. The electricity is cut off for
the time being, but it will be adequate for the need when is restored or turned back on.
4- The design and location of the driveways are existing and are to city specifications,
they were build when Highway 105 was widen, and the parking facilities are adequate,
the movement of pedestrians and or vehicles should not have a negative effect on the
general public or adjacent development.
5- The nuisance prevention measures; The orderly religious use of this property will not
produce any offensive odors, fumes, dust, noise or vibrations that will be offensive to
the general public.
6- Directional and adequate lighting for parking will be provided, also lighting on the
perimeter of the building for the safe access to the entrance of the building during the
dark hours when the building will be in use.
7- The landscaping will be as it has been in the past However when we make landscaping
improvements we will seek professional landscaper's advice to be compatible with
adjacent properties.
8- The proposed use of this building and property is in accordance with the comprehensive
plan as the existing church in operation that owns the property and the building.

This application is in compliance with six of the eight conditions necessary for approval.
Comments on items 1, 4 and 7 follow:
This activity will only be an expansion of an already existing church to the west of the
subject property. There is another church northwest of the subject property.
4. The Traffic Manager conditioned approval of the site plan on deleting the three parking
spaces in front of the building.
7. The church is asking for a modification to the screening and landscaping requirements
on the south, cast and west sides of the property. The church owns both properties to
the east and west. All activity will be on the far north end of the subject property. At
least 300 feet of the property will be undeveloped. If, at such time, the church wishes
to develop the rear of the property, it will be required to get an amended specific use
permit and should be required, at that time, to install the proper screening and
landscaping on the south end.
