STAFF REPORT
The Planning Manager recommends approval of this request for a specific use permit with
modification of the landscaping and screening requirements along the south, cast and west
property lines.
Reverend Robert Robinson, pastor of First Believers Temple Church, is asking for a specific
use permit to conduct church services in a former Masonic Temple building at 1375 East Lucas.
The building is 3,200 sq. ft. in size. There are two driveway approaches on East Lucas. An
existing parking area, accommodating 27 parking spaces, is at the rear of the building. The
building sits approximately 145' off the street. The south 130+/- feet is open space, A 32 sq.
ft. sign will be constructed approximately 30'froni the front property line. The sign must not
exceed 15' in height.
Properties to the east and south are residential. The 2 acres to the west are vacant. The
applicant is asking for a modification to the landscaping and screening requirements along the
south, east and west property lines. There is a 6' high chain link fence along the east property
line and a 4' high chain link fence and vegetation along the south property line.

property.

10. We are requesting a waiver of fence on the right (west) side of the property. There is a fence
already on the left (east) side and in the back (South) side of the property

Comments on items I and 7 follow:
I This property was used as a Masonic Temple for many years and had little or no impact
on neighboring properties. The same can be said for the proposed church.

requirements along the south, cast and west property lines. There is a 6' high chain link
fence along the east property line and a 4' high chain link fence and vegetation along
