Joint Public Hearings of the Planning Commission and City Council were held on December
18, 2000 with the following members present:

APPROVAL OF THE MINUTES
Commissioner Lucas made a motion to approve the minutes of the Regular Meeting held
December 4, 2000. Commissioner LaBiche seconded the motion. Motion to approve
carried 5:0.

Mayor Moore called the Joint Public Hearings of December 18, 2000 to order and explained
the purpose of the joint hearing process and then turned the meeting over to Chairman
Leister. She explained the policies and procedures for the hearing process.
1) File 15 : Request for a zone change from RM-M (Residential Multiple Family
Dwelling -Medium Density) to RS (Residential Single Family Dwelling) and RS
(Residential Single Family Dwelling) to RM-M (Residential Multiple Family
Dwelling -Medium Density) District.
Location: Highway 105, west of Cathedral Christian High School
Applicant: Don Streety
Mr, Richardson told the Commission and Council that the zone change from RM-M
to RS is for 4.49 acres and the change from RS to RM-M is for 4.76 acres on the
north side of Highway 105. The properties are just west of Cathedral High School.
The applicant, Mr. Streety, wants to rezone these properties to allow him to offer
a 19 acre tract for residential development.
This application is in conformance with the Comprehensive Plan.
Mr. Richardson recommended approval of the request.
Sixteen notices were mailed to property owners within 200 feet. No responses in
favor or in opposition were returned.
Slides of the subject property were shown.
Chairman Leister opened the public hearing and asked for the applicant's
comments.
Don Streety, the applicant, addressed the Commission.
Chairman Leister asked for comments in favor or in opposition. No comments
were made. The public hearing was closed.
Commissioner Hallmark made a motion to approve the zone change from RM-M
to RS and RS to RM-M for the property located on Highway 105, west of Cathedral
Christian High School as requested in File 1536-Z. Commissioner LaBiche
seconded the motion. Motion to approve carried 5:0.
2) File 608-OB: Request for amendments to the Land Use Plan Element and the
Transportation Plan Element of the Comprehensive Plan.

William Dupree and Bart Baker, Senior Planners presented the Land Use Plan and
Transportation Plan Elements to the Commission and Council.
The Review Document detailing changes to be considered in the text of the current
Development Strategies Plan: A Development/Re-DevelopmentIConservation
Guide for Beaumont and its Environs which was adopted on March 7, 2000. This
was a replacement for the text of the then adopted Land Use Policies and Proposals
Diagram.
The Development Strategies Plan is a draft of the document that would replace the
current Development Strategies Plan if the text and map changes described in the
above referenced document are adopted.
The Review Document detailing potential changes to the current Major Street and
Highway Plan Map including "Appendix A", which is the text describing the plan.
The Major Street and Highway Plan is a component of the Comprehensive Plan of
the City of Beaumont with Appendix A which is a draft of the document that would
actually replace the current Major Street and Highway Plan and Appendix A which
was also adopted on March 7, 2000.
The maps and in some instances the provisions of the text of the current Land Use
and Transportation Elements of the Comprehensive Plan do not extend to the full
extent of the City's Extra -Territorial Jurisdiction (ETJ). The adoption of the
potential changes described in the accompanying documents will correct that
problem.
Mr. Dupree and Mr. Baker answered questions from the Commission.
Chairman Leister opened the public hearing and asked for comments in favor or in
opposition. No comments were made. The public hearing was closed.
Commissioner Craig made a motion to approve the amendments to the Land Use
Plan Element and the Transportation Plan Element of the Comprehensive Plan as•
requested in File 608-OB. Commissioner Hallmark seconded the motion. Motion
to approve carried 5:0.
OTHER BUSINESS
The 2001 Planning Commission meeting calendar was approved.
