SUBJECT: Request to abandon Hazel Avenue, a 37.5' wide street right-of-way, from the east line
of Forrest Street east a distance of 311.5'.
STAFF REPORT
The Planning Manager recommends approval of the request, subject to the installation of
barricades to comply with regulations of the Traffic Division of the City of Beaumont.
Mr. Richard Worthey, representing Sabine Tabernacle, is making this request to close part
of Hazel for the church. Sabine Tabernacle owns all of the property on either side of Hazel
along the 311.5' east of Forrest and also owns the land on the south side of the street the
remaining 208.5'east to Magnolia Avenue. The church has a master plan for future building
expansion that will take in part of the street.
There are no utilities or public services in the right-of-way requested for abandoriment. A
letter was sent out to all interested parties. No objections were received.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
BEING a strip of land 37.5 feet in width out of and part of the existing Hazel Avenue right-
of-way between Forrest Street and Magnolia Avenue in Beaumont. Said 37.5 feet wide strip
of land being situated in the James McFaddin Survey, Abstract 165, Jefferson County, Texas,
and being more particularly described as follows:
BEGINNING at the intersection of the North line of Hazel Avenue (37.5 feet wide) right-of-
way, and the East line of Forrest Street (60 feet wide) right-of-way;

THENCE in an Easterly direction along the with the North line of said Hazel Avenue right-
of-way a distance of 190 feet to a point;
THENCE in a Southeasterly direction along and with the North line of said Hazel Avenue
right-of-way a distance of 121.5 feet to the Southwest comer of the Charlie Dean tract of
land known as Tract 9, Plat A of said J. McFaddin Survey;
THENCE in a Southerly direction to the South line of said Hazel Avenue right-of-way a
distance of 37.5 feet to a point;
THENCE in a Northwesterly direction along and with the South line of said Hazel Avenue
right-of-way a distance of 121.5 feet to a point;
THENCE in a Westerly direction along and with the South line of said Hazel Avenue right-
of-way a distance of 190 feet to a point;
THENCE in a Northerly direction a distance of 37.50 feet to the place of BEGINNING,
containing 0.25 acre of land, more or less.

The congregationof Sabine Tabernacle immaking application for abandoning Hazel Avenue right-of-way`
from Forrest Street to upproximutek/2O8.5 feet west w[Magnolia Avenue. Attached is the oounp|otcd
application along with u check in the nronuot nf$20O.UO for application fee. Also attached are the
Application Ownership List, a Site Plan (Exhibit "&°\ abovv(ug the subject area, and u legal description
(Exhibit "B") of that portion of the right-of-way to be abandoned.
The purpose of the application is to eliminate all existing hazard while at tile samedrne
mUnvvinB 1hc Church to redesign and ozpnod the main entrance to the existing uudiknk|nu from the
adjacent parking lot. This expansion is deemed vital to the future growth of the Church and its facilities.
The attached drawing shows that Sabine Tabernacle owns the abutting property onboth sides of that
portion of Hazel Avenue they are seeking tnclose. You will notice that the current r width for
this portion of Hazel Avenue is 37.5 feet and that there are no underground or above ground utilities
along this portion of Hazel Avenue. You will also uoYipu that this portion of the street is offset and
disconnected with Mle remaining thoroughfare toboth the west and cast creating ntraffic hazard.
Upon closure, the Church will install teropormy traffic barricades and aignage in accordance with any
unnioub|e uhv codes or ordinances until permanent construction in completed. Tile LnBichc
