STAFF REPORT
The Planning Manager recommends approval of the zone change request from NC to C-M.
The applicant, Mr. Roger Van Brocklin, owns Eastex Pressure Washers located in
Lumberton, Texas. He has purchased four 25'x 150'lots at 645 Delmar and Fannin in the
Surmyside Addition. His property lies cast of and across the street from the side of
Commercial Metals, a large scrap metal works that faces College. Delmar dead -ends at the
edge of the Southern Pacific Railroad yard. Commercial Metals is zoned HI (Heavy
Industrial) and the railroad yard is LI (Light Industrial) District. The lots abutting Mr. Van
Brocklin's 100'x 150'tract are vacant.
The applicant wishes to relocate to Beaumont so that he will be closer to his customers. He
sells and services high pressure washing equipment. Most of his business is servicing the
equipment owned by large industrial establishments and construction equipment leasing
companies.
In 1984, the City conducted a rezoning study to remove the R-3 (Modified Two -Family and
Multiple Dwelling) zone from all of Blocks 14, 15, 16, 17, 18, 19 and 20 and pails of Blocks
12, 13 and 7, Surinyside Addition. The NC district of the subject tract was a result of that
study.

I am the owner of Eastex Pressure Washers.
A small bussiness in the City of Lumberton,Hardin County.
We sell and service high pressure washing equipment to
commercial and residential customers.Our bussiness hours
are 8 am. to 5 pm. monday thru Friday.
I purchased property in Beaumont at Fannin and Delmar in
the sunnyside addition with the intention of relocating my
bussiness there. I recently learned my bussiness classifaction
would not be permitted under neighborhood commercial areas,
and was advised to submit this application for rezoning to
commercial manufacturing.
I belive this new facility would benifit the neighborhood and
Beaumont,by providing jobs and placing this property back on the
tax roll.
