SUBJECT: Request for a zone change from RS (Residential Single Family Dwelling) to NC
(Neighborhood Commercial) District for the residence at 711 W. Lucas Drive.

STAFF REPORT
The Planning Manager recommends denial of the application. To grant this request would
be creating a "spot" zone. All abutting lots are zoned RS and are occupied as homes.
Ms. Darlene W. Howard has converted a house located in the RS District into an apparel and
accessory store (dressmaker, retail) at 711 W. Lucas Drive. Her application is in response
to a complaint received by Development Services and a follow-up investigation. The dress
shop is in violation of the Zoning Ordinance and the Development Strategies Plan. The Plan
states that stable areas should be protected from blighting influences such as an incompatible
mix of land uses.

I put -chased a house located at 711 West Lucas on Dec. 14 2000. When I
purchased this house it was with the understanding that I would be able to
run my alteration shop from this location. I now have been informed that I
can not do this. I am a single mother and this is the way I make my living.
I do not want to cause any problems. I have been in this business for 7 yrs.
At this time I am also going thru a divorce.
I ask for your support to have this property rezoned. I am located only a
few feet from all commerical property.
I pray that you all will help support me in this matter.

I personally inspected the property located at 711 West Lucas Drive. I observed an open sign
on the building so I walk in the resident. I saw a retail business in operation. There were
employee other than family members who are residing on the premises. There was big tables
with sewing machines on them. Cloths racks with large amounts of clothing on it. There was
a big rack hanging on the wall with large amounts of spools of threads. The room we were
standing in was the living room and it was converted into a seamstress shop. I explained to
the property owner that this is a residential district and a seamstress shop was not permitted
at this resident.

Mrs, Howard came into the office to apply for a SUP. She picked up an application. An
extension was granted until after the next Joint Public Hearing,
