STAFF REPORT
The Planning Manager recommends approval of the specific use permit request. The request
is in compliance with the eight conditions necessary for approval.
Dr. R. P. Sotolongo wants to enlarge his cardiology practice which is occupying the
commercial building at 2693-2695 North Street. The subject lot and structure on McFaddin
lie south of and abutting his property oil North Street.
The plan is to provide two exarn rooms with space for nursing, technical and clerical
personnel. The clinic treats cardiovascular disease. The Development Services division has
already issued a building permit for this project.

Dear Members of the Commission and City Council,
We are requesting permission to renovate the property located at 2670 MGFaddin Street, Beaumont, Texas
77702. We would like to request a specific use permit to begin construction at this site. The renovation will
include constructing two exam rooms with additional space for nursing, technical and clerical personnel as
well as medical equipment. We plan on providing cardiovascular medical services and diagnostic testing to
patients with confirmed or suspected cardiovascular disease.
Our staff will consist of one physician, one nurse, two technicians and two clerical support personnel. This
project will create three new employment opportunities within our organization.
We appreciate your consideration and attention to this matter.

This application is in compliance with the eight conditions necessary for approval.
Comments on items 1, 4 and 8 follow:
I The property lies 233 feet east of 11 th Street. Immediate neighbors, aside from
residences on the south side of McFaddin between 1 Oth Street and 11 th Street,
include apartments, barbeque restaurant, tax service, massage therapy, law, insurance
and appraisers offices.
Prior zoning was R-3 which allowed numerous retail and office uses. The rezoning
of "Old Town" from R-3 to RCR in this vicinity was passed in 1989. This section
of McFaddin is not located within the Oaks Historic District. The GC -MD district
is only 75' to the west.
The proposed office/clinic is an extension of the existing cardiology clinic at 2693-
2695 North Street.
4. The Traffic Manager requests that the driveways be constructed to comply with city
policies regarding where drives enter the street right-of-way. The building plan
shows that the existing residential driveway will be changed to a circular drive with
two points of access. The two vacant lots between the existing medical clinic on
North Street and 1 lth Street are proposed as a new parking lot for patients and
employees.
8. This proposal is in compliance with the goals and objectives of the Comprehensive
Plan for the sensitive rehabilitation of older neighborhood properties.
