SUBJECT: Request for a specific use permit to allow the fabrication of steel wire and chain wire
slings for industrial users. The property is zoned GC -MD (General Commercial -
Multiple Family Dwelling) District.

The Planning Manager recommends approval of this application for a specific use permit.
The request is in compliance with the eight conditions necessary for approval.
The Manchester Sling Company wants to relocate to the site of a former scaffolding
company. There is an existing warehouse located on the property at the northwest corner of
Frederick and Sabine Pass. However, the scaffolding company (special trades contractor)
has been absent from the site for more than two years. Therefore, the sling company is
required to apply for the specific use permit.
The company buys steel wire and chain in large quantities and designs and fabricates the
product into slings to order. Various industries and manufacturers use the slings in their
respective operations. The assembly of the slings will be done inside the warehouse. The
warehouse - constructed many years ago - is positioned on the north and west property lines.
It has dimensions of 60' x 140' or 8,400 square feet. The property measures approximately
214'x 200'.
The RCR zoning to the north and west was a result of a rezoning study conducted during the
1980's.

wire r pe and chain to length and does require use. of an electrically powered
chop s w With carborandum cut off wheel. This wheel does produce a small amount
of noi, e, yet nothing to disturb the nsighborhood. Also In the fabrication of
slitiga We are required at times to use our 500 ton hydraulic press which also
makes � minimal noise. We operate a forklift natural, gas powered with very
lirtle noise and funas dischared, nothing harmful to the neighborhood or
err-irobmant. You will find we are industrious but quiet in our business and
do makie a good neighbor and asset to the community. We frequently dispose of
ou6 ra6ants of wire rope at the proper sites and keep a E;ood clean .location.

In accordance with the requirements of the application of a specific use permit I submit the
following response to the eight conditions to be met. I do hope in submitting this
requirement that it will serve to show you that we have been and will continue to be a
good neighbor to the community.
1. Our business has been and is still located in the same location at 1437 South ST
for 20 plus years and does adjoin a residential area. I believe that you will find we have if
anything enhanced the neighborhood. In no way have we impeded or disrupted the
residences as well as other businesses quality of life. We have always felt a strong kinship
to the community.
2. The way the property in question is situated with an enclosed 6-ft hurricane fence
and approximately 1/2-acre of land this property usage should enhance the value of the
surrounding properties. The vacancy of this property at this time I am sure has a negative
impact on the image of this area. Because of the size of the yard we will be able to move
freely in the confines of the property and not disturb or impede other progress in the area.
3. The property has excellent drainage both in the yard and at the street. There is
proper curbing in place on the 2 exposed street sides. The ground in the yard has been
stabilized and is easily accessed without pressuring the existing traffic flow. Service by
utilities is more than adequate and should not require modification,
4. With approximately 1/2 acre open land (yard) there is plenty of turning area and
clearance for movement into and out of the property and should not disrupt the
neighborhood and passing traffic.

5. Again in our business we have been a neighbor not a nuisance. There is minimal
noise and little or no waste created by our process. Nothing to pose an environmental
problem and no chemical processes therefore no health risk. Our normal
business hours are 8:00 AM to 5:00 PM Monday thru Friday and requires very little after
hours work as evenings and weekends are reserved for our families.
6. As far as lighting is concerned the shop is well lighted both inside and out. This
lighting should not disturb our neighbors but should enhance security to the surrounding
areas as well as our own property.
7. Our inhabitation of this property should enhance the neighborhood as we are a
good clean partner of the community and we hope to bring more productivity to the area.
8. If the comprehensive plan addresses growing the surrounding area in an orderly
manner and enhancing the area by creating a cooperative environment, then we are very
much in accordance and look forward to partnering with our community,

CONDITIONS:
1. That the specific use will be
compatible with and not injurious
to the use and enjoyment of other
property, nor significantly dinlinish
or impair property values within
the immediate vicinity;

This application is in compliance with the eight conditions necessary for approval.
Comments on items 1, 7 and 8 follow:
1 The site was used for years by Patent Scaffolding Company. The proposed cutting
and fabricating of wire rope slings will take place indoors. It will occupy an existing
warehouse which has not had a new tenant for quite some time.
7. The 140'x 60'building was constructed on the property lines on the north and west
sides of the tract. There were no building setback requirements prior to 1981 for
commercial or industrial buildings. The tract is enclosed by a 6'ehainlink fence and
gates. The nursing home on the north has a solid brick wall abutting the north
property line of the applicant's tract. No additional screening is necessary.
8. This proposed use of an empty building will advance the rehabilitation of the
neighborhood. Most of the homes in the immediate neighborhood have been torn
down, leaving vacant lots.
