The Planning Manager recommends approval of the specific use permit with a modification
to the 10 foot wide landscape strip on the east side. The application is in compliance with
the Comprehensive Plan.
Dr. A. A. Barnett, a dentist, wants to construct three one-story professional office buildings
on a 101'x 431' tract located in an RM-H District at 3590 Delaware. This one acre tract
faces south on Delaware and is situated east and south of a professional and business office
complex, The Eastex freeway is 500 feet to the east.
He proposes a dental office of 3,375 square feet and two other buildings - one behind the
other - containing 3,350 and 3,375 square feet. He will preserve several existing oak trees
on the property and will plant more trees and shrubs as shown on his site plan.

To The City Council and City Planners:
I am planning to develop the acre of land located at 3590 Delaware in Beaumont. This
proposed development would consist of professional office buildings. The specific use of
this land will be for professional services only. My architect, William Anderson, has
taken great care to preserve the natural beauty of this area by saving the vast majority of
large trees already existing, by planting some new trees, and by adding screening
shrubbery and flowers at the entrance of the property along Delaware. We also plan to
include a picnic area that would be of use to all three buildings. The 9 foot screening
fence will be used to screen our development from the less than pristine residential '
property to the east. I believe we have satisfied the waste, lighting, drainage, parking
(especially disability), and exit and entrance requirements too. The sign on the masonry
wall will abide by area regulations. Your consideration for this specific use permit is
greatly appreciated. If I need to modify the plans or be of further assistance, please do
not hesitate to contact me.

This application is in compliance with seven of the eight conditions necessary for approval.
Comments on items I and 7 follow:
I The proposed office buildings will abut an existing business and professional office
complex. There are mixed uses in the immediate neighborhood along Delaware.
Single family homes exist along 19th Street between Blackmon Lane and Delaware.
There is an existing dental clinic, a service station, apartments, GSU transformer and
other uses fronting Delaware. The proposed offices will be compatible with existing
development in the area.
7. On the cast side of the subject property, an eight foot tall screening fence and ten foot
wide landscape strip are required. If the site plan is approved as submitted, a
modification of the ten foot wide landscape strip is required.
