STAFF REPORT
The Planning Director recommends approval of the Task Force's recommendation,
To assist in the revitalization of the Hollywood Avenue area and to make the zoning reflect
existing land uses, the Planning Division conducted a rezoning study of a 165 acres of land that
extends from the Southern Pacific Railroad tracks to the north, Fourth Street to the cast, Fannin
Street to the south and Tenth Street to the west.
Currently, all the land within the study area is zoned HI (Heavy Industrial) except for the
properties owned by Bethel Missionary Baptist Church and Girls Haven. Those properties are
zoned GC -MD (General Commercial -Multiple Family Dwelling) District.
The area is a mixture of industrial, commercial, medical, public/semi-public and residential
uses, The Hollywood and West End Additions make up the area where most of the homes
exist, Since most of that area is zoned Heavy Industrial, no homes can be built there except for
the replacement of grandfathered homes that are destroyed by act of God. It is this area where
the revitalization efforts are to occur.
Staff recommended that those properties along the north side of Fannin be rezoned to GC -MD,
Two areas on the south side of Hollywood were proposed for LI (Light Industrial). Most of the
property in the Hollywood and West End Additions was proposed to be rezoned RCR
(Residential Conservation and Revitalization). The remainder of the study area was
recommended to stay Heavy Industrial,
A task force consisting of concerned citizens was formed to review staff s recommendation and
made the following recommendations:
Of that most westerly area proposed as LI in the staff recommendation, "Tract 52",
owned by American Valve and Hydrant, is recommended to remain III. "Tract 55" is
recommend to be rezoned to LI (see "A" on Task Force recommendation).

2. Recommend that an area abutting the east side of Sixth Street be rezoned to LI (See "B"
on Task Force recommendation), Two property owners own this property. One tract,
an abandoned wholesale petroleum products dealership, is for sale. The remainder of
the property is storage area for Red Man Pipe and Supply Company. A wholesale
petroleum products dealership and a pipe and supply company (SIC #5084) are
permitted uses in the LI District.
After further consideration, staff concurs with the Task Force recommendation.
