Richardson, Planning Manager SUBJECT: Request for a specific use permit to allow a 1.095 acre expansion of Greenlawn Cemetery. FILE: 1557-P STAFF REPORT The Planning Manager recommends approval of the specific use permit to allow the expansion of Greenlawn Cemetery. This expansion is in compliance with the Comprehensive Plan and the eight conditions necessary for approval. Community Cemeteries, Inc. has purchased several platted lots in Blocks C and D of the Magnolia Addition for the future expansion of the Greenlawn Cemetery. The eight lots total 1.095 acres and front on Scranton Avenue and Johnstown Avenue at Gill Street. Greenlawn and Simmons Cemeteries lie across the street on the north side of Gill. Greenlawn is behind and west of the shopping center facing Magnolia. The project, Section Two, plats Block "P", spaces 1-456, Block "Q", spaces 1-288 and Block "R", spaces 1-456. Each space is 3.5' x 9'. This is the standard grave size for civilian cemeteries. Private drives, drainage and landscape buffers are provided in each block to be developed. The cemetery plots (blocks) will be enclosed with 4 foot chainlink fences. Donald Taft is the president of Community Cemeteries, Inc. Schaumburg and Polk, Inc. is the civil engineering firm which has prepared the cemetery subdivision plat. Cemetery expansions abutting existing cemeteries are required to receive specific use permits in any zoning district. The approved site plan (subdivision plat) will be filed in the Map Records of Jefferson County. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 41 Responses in Favor . Box 3827 Beaumont, Texas 77704 Re: Specific Use Permit Application for Greenlawn Cemetery Dear Mr. Duren: On behalf of Community Cemeteries, Inc., we are respectfully submitting the enclosed Permit Application along with this letter as a request for a Specific Use Permit for the expansion of Greenlawn Cemetery, a non -perpetual care cemetery, into Lots 7, 8, 9, 10 and I I of Block C and Lots 7,8, and 9 of Block D of the Magnolia Addition. This property contains a total acreage of 1.095 acres and is currently in a RM-H zoning district. In compliance with current requirements for a Special Use Permit, attached are ten copies, reduced to I V x 17" size, of the plat of the proposed expansion of the cemetery identified as Greenlawn Cemetery, Section Two. The expansion of the cemetery into these lots should not be injurious to the use and enjoyment of other adjacent properties or diminish property values, nor would this expansion impede any development of improvements on adjacent properties. There are no buildings on other structures proposed for this site. The only improvements will be the private drives, along with the necessary road ditch culverts, to provide direct vehicular access onto the property and the drainage swales adjacent to the private drives to provide drainage. Currently these lots drain into the adjacent road ditches and this development will not impact the drainage for this area. With the development of this property as part of the Greenlawn Cemetery there should be no activity which would cause a nuisance to adjacent properties. There are no plans for any type of lighting or signage in this portion of the cemetery. In addition to the existing fencing along the south sides of these three tracts, shrubbery will be planted in the areas designated on the plat as landscape area, to act as screening of the property and give the property an aesthetic appearance.
