Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Section One, Willow Oak Estates, Lots 1-6 and Lots 19-24. FILE: Preliminary Plat - Willow Oak Estates The Planning Manager recommends approval subject to the following conditions: 1. Correct the location map. 2. Add 10' wide utility easements along the exterior side lot lines of Lots 1 and 24, which abut Old Voth Road; and 3. Add note on plat explaining City access to water and sewer easement lying across Lots 20-24. Dup-Co Builders (Janette Dupuis) is proposing to develop a 7.45 acre tract which is located on the west side of Old Voth Road at Chinn Lane. This tract has a width at Old Voth Road of approximately 300 feet. The acreage extends west a distance of 1100 feet to a point in the west line of the Bel Air Addition. Dup-Co proposes a curving cul-de-sac to access 24 lots. The lot widths are from 80'to 100'. Willow Oak Drive will be built to city residential street standards. The plat was first submitted for preliminary consideration for the entire 7.45 acres and 24 lots. Since then the developer has decided to request commission approval of Section One, which consists of Lots 1-6 and Lots 19-24 or about half of the tract. Prints of the plat were sent to all interested parties on September 25, 2001. After comments and objections were received by staff, a revised plat on October 4, 2001 was sent out showing some changes, additions and corrections. Our Client Janette Dupuis has decided to develop Willow Oaks Estates in 2 sections. Also we would like to request a variance for the cul-de-sac length from 800 feet to 950 feet (section 24-12-H). Due to the size and shape of this property, it is necessary to have a longer cul-de-sac similar to Pecan Park development in the same area. The force mains (15" and 18") lie in a 20 foot wide City water and sewer easement. (Across Lots 20-24). STREETS: Willow Oak Drive - a 50'residential right-of- way with a 27' wide pavement (proposed). This is a cul-de-sac which exceeds the 800 Foot maximum length. The developer is requesting a variance since there are only 24 lots proposed in the overall development. A 6" water line will be extended from a 16" line in Old Voth Road. A 6" sanitary sewer will be extended from an existing 8" sewer in Old Voth Road. Fire protection is provided by Station #14, 8250 Old Voth Road and Chinn Lane. Proposed services are adequate.
