SUBJECT: Request for a specific use permit to allow a church in an RCR (Residential
Conservation Revitalization) District.

STAFF REPORT
The Planning Manager recommends approval of this request for a specific use permit subject
to a waiver of the landscaping/screening requirements on the north and east sides of the subject
property.
Reverend Dean Tucker would like to open a church, Our Lady of the Light Church and
Alternative Healing Center, in a former residence located at 2570 Laurel in the Oaks Historic
District.
Church services and other events would be held on evenings or the weekend. Counseling
would be available for a number of health and family problems. Other services include
therapeutic massage, bookstore and gift shop and an internet outreach ministry.
Parking will be at the rear of the building and next door at Dr. Cobbett's dental office. Dr.
Cobbett is the wife of Reverend Tucker and she has given permission to use her parking. The
church's use of Dr. Cobbett's parking would not conflict with the doctor's office hours.

I am requesting a Specific Use Permit to open a small church and an alternative
healing center at the address listed above.
Our History
We are a divission of the Franciscan Order of the Old Roman Cathloc Church
that was started 300 years ago when our founder broke away from the Cathloc
church in Rome with the blessings of the Pope. To this day we still have a good
relationship with the Pope.

emotional problems, nutritional counceling, etc.

Our church and healing center fits in perfectly with the surrounding
businesses. Accross the street is the Goodwill Christian Church led by
Rev..Colbert. The property next door to me on the west side is my wife
Dr. Judith Cobbett's dental practice. Next door to her is Dr. Michael
jeansonne's endodontics office. On the east side of our property, in the
same block, a few doors down is a Chinese Acupreassure Therepy Clinic.
Adaquet utilities, access roads, drainage, and other necessary supporting
facilities have already been provided.
The design, location and arrangement of all driveways and parking spaces
provides for the safe and convenient movement of vehicular and pedestrian
traffic without adversely affecting the general public.
We have 6 available parking spaces on our property. We have available next
door at my wife's dental office 7 additional parking spaces. There is also plenty
of street parking available.
There will be no offenseive odors, fumes, dust, or noise.
There will be no lighting that will disturb or adversly effect neighboring
properties.
There is sufficient landscaping and screening to insure harmony and
compatibility with adjacent properties.

Regarding parking for Our Lady of the Light Church and Healing Center:
Enclosed is a drawing to scale of the parking available on our property and on the property next
door which belongs to my wife Dr. Judith Cobbett. Her office hours are Tuesday through
Thursday 8:30 am to 4:30 pm the rest of the time she is more than happy to make her parking
available to us.
Any services we hold will be in the evening or on weekends, so it will not conflict with her
business at all.

Regarding our aplication for the Specific Use Permit, I am requesting a modification to the
landscaping and screening requirements for the north and east side of our property.
On the East sideour neighbor Dorthy Donovan at 2556 Laurel Ave. has no interest or desire for
any additional screening. There is a chain link fense that is now overgrown with brush and
vines that offers an adequate degree of privacy.
In back of us on the north side of our property is a high degree of privacy because of the existing
garage and the overgrowth of brush and trees. I will try and fax you some pictures later, right
now I seem to have some dificulty getting the images into my computer.

My dental office is located right next door with 7 parking spaces
which I am more than happy to have available for the church to use
when my office is closed.
My only hours of business are Tuesday - Thursday 8:30 - 4:30 and
than on Friday 8:30 - 12:30. 1 see no conflict with the mutual use
of my parking space.
