Richardson, Planning Manager SUBJECT: Request for annexation of three areas south, southeast and east of the City of Beaumont totaling 4,239.68 acres, more or less. The first of two hearings for the proposed annexation was held October 22, 2001. lw-tw�� OWKSM STAFF REPORT The Planning Manager recommends approval of the annexation of Areas 1, 2 and 3.. The City of Beaumont is considering the annexation of three areas of land to the south, southeast and east of the current city limits: Area I - located south of the southeast corporate limits, south of Cardinal Drive, Sulphur Drive and Spindletop Avenue, extending east and west of West Port Arthur Road and extending west of Erie St. and containing 2,728.74 acres, more or less. Area 2 - located along the west bank of the Neches River, extending in a northerly direction from the corporate limits at the KCS railroad right-of-way to a point east of Washington Blvd. if extended east to the Neches River and containing 760.71 acres, more or less. Area 3 - located between the Neches River and St. Hwy. 347, being primarily the Beaumont Works of the E.I. DuPont DeNernours & Co. and other tracts and containing 750.23 acres, more or less. The City of Beaumont is annexing these areas for the following reasons: I Doing so will add to the economic stability of the City by ensuring that it has an adequate tax base to provide the necessary services to its residents. 2. It is the City's desire to regulate the extent and quality of development within the areas proposed for annexation. This will enable the City of Beaumont to plan and control the areas' development so that it will enhance and not detract from the City. 3. To protect environmentally sensitive areas and to better regulate the quality of development in the area. Exhibits are attached. Notices mailed to property owners 1047 . Responses in Favor . Responses in Opposition -. Annexation - Area 1 2,728.74 acres + Being a 2,728.74 acre tract, more or less, out of parts of the Pelham Humphreys Survey, Ab- 32, John A. Veatch Survey, Ab-55, James Rowe Survey, Ab-45, Christian Hillebrandt Survey, Ab-28 and the John Douthit Survey, Ab-1 14, Jefferson County, Texas, said tract being more particularly described as follows: For a locative point, begin at a point in the west right-of-way line of West Port Arthur Road, said point being in the southwest comer of the 60.72 acre Sun Oil Company tract in the Pelham Humphreys Survey; thenee northeast to a point in the east right-of-way line of West Port Arthur Road, the same being in the westerly line of the Gulf Refining Company 220.32 acre tract; thence in a northwesterly direction along and with the easterly right -of way line of West Port Arthur Road and the westerly line of said Gulf Refining Company 220.32 acre tract passing the northwest comer of same and continuing to the northwest comer of Gulf Refining Co.
