Richardson, Planning Manager SUBJECT: Request to consider the Preliminary Plat of Willow Creek Country Club Estates, Phase 1, Section VI. FILE: Preliminary Plat of Willow Creek Country Club Estates, Phase 1, Section VI. STAFF REPORT The Planning Manager recommends approval of the subdivision development. The plat is in compliance with Chapter 24, the Subdivision Ordinance and Chapter 30, the Zoning Ordinance. This subdivision is another section of the Willow Creek development. Carl -oil & Blackman is the consulting engineering company for Beaumont Willow Creek, Inc. This particular section will dedicate 15 "estate" sized lots containing from 0.86 acres to 1.3 acres each, Minimum front yard building setbacks will be 35' for most lots. Willow Bend Drive, a collector, will be extended south to Brooks Road, an arterial street, Coral Creek and Apremont Circle, two cul-de-sacs, will provide access to the lots from Willow Bend Drive. Copies of the plat and drainage plans were sent to all interested parties oil October 30, 2001, Staff has received no objections. Exhibits are attached. Box 3827 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Manager an Dear Mr. Richardson: Consulting Engineers & Surveyors WILLOW CREEK COUNTRYCLUB ESTATES, Phase /, Section V1 Transmitted herewith in regard to the above referenced are the following: 1) 30 prints of the preliminary plat for Phase /, Section V1 of Willow Creek Country Club Estates 2) $ 300.00 application fee (check no. 7355) 3) 3 copies of the proposed drainage plan and computations 4) Reduced copy (8Y2" X I V) of the preliminary plat for your staff report Phase /, Section VI of Willow Creek will consist of 15 estate sized lots for single family residences and is consistent with the original master plan proposed, extending Willow Bend Drive through to Brooks Road. This project will be constructed in one or two phases contingent on market demand. Phase One will include the extension of the minor collector (Willow Bend Drive) through to Brooks Road. The road section which crosses the Brentwood golf course will essentially be elevated over the pipe line corridor with the final design to be submitted and approved by the pipeline owners (Exxon -Mobil and Unocal). Additionally, all underground utilities crossing the corridor will be cased and constructed with the approval of the pipeline owners. The existing 10" sanitary sewer main will be extended and terminated at a point from Brooks Road to allow ample space for a boring to extend the line under Brooks at a future date. The existing 8" water main will also be extended Mr. Stephen Richardson, AICP City Of Beaumont Planning Manager 24 October 2001 Page 2 of 3 to Brooks Road where a new 10" main will be constructed along the north side of Brooks Road to loop into the existing 20" main located on the east side of Major Drive (FM 364). The owner will dedicate a 10'strip of additional right-of-way across the subdivision and a 10'utilities easement to the City for location of this line. This dedication is in accordance with the City's Major Street and Highway Plan which calls for the future expansion of Brooks Road from its present 60 foot right-of-way to a width of 80 feet. All water and sanitary sewer improvements will be constructed to current City standards. As illustrated on the drainage plan, there is an existing ditch approximately 3 feet in depth which bisects Block 2 of the development. This ditch serves primarily as an overflow to drain excess runoff from the adjacent golf course out to the roadside ditch on Brooks Road. Plans are to fill in this ditch and regrade the golf course swales into a 30" pipe located approximately 150 feet east of the old ditch. A concrete overflow entry structure will be constructed at this point to intercept runoff from the golf course via swales/water hazards. The developer has met with the golf course owner and a cooperative effort will be made to ensure adequate drainage and grading along both the course and adjoining lots. Construction of all storm sewers and related structures will be in accordance with current Citystandards and specifications. A Storm WaterPollution Prevention Plan will be prepared and implemented per Federal Regulations on this project. All necessary easements will be dedicated for access to and maintenance of utility services. Restrictions for this development will be consistent with those of record for previous sections of Willow Creek in this immediate area. All electrical power on this site will be installed underground. We trust that this development plan will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for November 19" 2001.
