Richardson, Planning Manager SUBJECT: Request by Carroll & Blackman to extend the 24 month time limit for the Preliminary Plat of Willow Creek Country Club Estates, Phase 11, Section X (Sec 24-8 C. Subdivision Ordinance) FILE: Willow Creek Country Club Estates, Phase 11, Section X STAFF REPORT The Planning Manager recommends approval of the time limit for the Preliminary Plat to extend one more year from December 6, 2001 to December 6, 2002. A preliminary plat subdivision approval is valid for two years. This gives the developer time to have his construction plans approved and to build the streets and other public improvements to be accepted by the City. At that time, the final plat is submitted to the Planning staff for signatures and filing in the Map Records of Jefferson County. This request is to ask for a one year extension so that the developer will be able to complete his project. The Planning Commission approved the Preliminary Plat of Willow Creek Country Club Estates, Phase 11, Section X on December 6, 1999, This was for 35 single family lots fronting along Champions Drive which is south of Walden road and west of the Amelia Cut-off Ditch (DD#6), The property consists of 17.138 acres out of the S. Richardson, AICP Planning Manager M Dear Mr. Richardson: Consulting Engineers & Surveyors WILLOW CREEK COUNTRY CLUB ES TA TES, Phase //, Section X In November of 1999, we prepared and submitted a preliminary plat and drainage plan for the extension of Champions Drive, titled by the above referenced. This project was approved by the Planning Commission at the first meeting in December (12106199) followed by submittal of construction plans and specifications (2129100) for a three phase development (Section XA, XB, and XC). At present, Section XB is nearing completion and we anticipate submittal of the final plat for recording in the next few weeks. Currently, plans are to receive bids on the remaining construction (Section XC) around the first of next year or early spring. The entire right-of-way for Champions Drive was dedicated as a part of the improvements on Section XA and all major utilities (water, sanitary sewer, storm sewer, electrical service) will be in place in the next few weeks with the completion of Section XB. At this time, on behalf of the developer, Beaumont Willow Creek, Inc. we request a one year extension on the preliminary plat as originally submitted in order to complete the project as designed. Section XC will essentially consist of paving improvements to complete the street and platting the remaining 10 lots. We trust that this request will be met with favorable approval by the Planning Commission at the regular meeting scheduled for November 19,h, 2001.
