SUBJECT: Consider a request fi-orn the Wesley United Methodist Church for a specific use
permit to allow a new church and associated support services in an A-R (Agricultural -
Residential) district.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit to allow the new
church, subject to it being required to install and construct an 8'tall screening fence and 10'
wide landscaping buffer along the east property line except for the North 296.
The Wesley United Methodist Church purchased the west 21 acres of a 40 acre tract owned
by the First Baptist Church. The Baptist Church had received a specific use permit for a
private elementary school on the most southwest 6-3/4 acres if the tract in 1995. Then they
sold the east 19 acres of the 40 acres to others.
Wesley plans to build a new 17,500 square foot sanctuary and an attached 10, 500 square foot
administration area with classrooms. They will construct a chapel and additional classrooms
in the future, The church will use the existing 14,000 square foot gymnasium and existing
30,000 square foot classroom area, which is attached to the gym, A 4,100 square foot youth
addition will be constructed on the front of the gym. There will be a parking lot along the east
side of the tract to accommodate 160 vehicles. Other church related structures will be built
in future phases. These will include a scout but and athletic/play area, also to be on the east
side of the 21 acre tract.
The 19 acres abutting the church tract is also zoned A-R, which allows one acre homesites
in addition to agricultural uses.

To Whom It May Concern:
Wesley United Methodist Church is currently operating its West Campus at the existing
classroom & gymnasium building on the comer of Folsom and Major Drive. The primary use of
this facility is for our day school, nursery, recreational programs, and our newly added
contemporary service at 9:15 a.m. on Sundays. This building had previously been used by
another church as an educational facility. The church will be moving its entire operations to this
campus in phased occupancies culminating with the proposed completion of our new sanctuary
and administrative addition in Fall 2003.
The existing site contains a classroom building, gymnasium, 144 space parking lot, playground,
baseball field, basketball court, sand volleyball court, and batting cage facility (metal building).
We are proposing to add the following elements to the site:
1. New youth addition containing three classrooms, vending area, storage, office and commons
area (t.v. room, game area). This will be directly attached to the west side of the existing
gymnasium building. The building will be constructed with exterior materials such as bricks,
concrete block, stucco, and metal roofs.
2. New service parking for 29 cars, including a screened dumpster area. This will be located on
the south side of the existing gymnasium, west of the existing playground area. The
dumpster will be screened by a concrete block screen wall, and will be located immediately
adjacent to the kitchen exit door. The edge of the parking is 29'-9" from the property line,
and approximately 53'-0" from the edge of Folsom Road. No landscape screening is
required; however, the buffer of Class A or B trees will be provided.
3. New parking for 160 cars, located along the east side of the site. This parking area will
contain landscape islands with trees, with particular attention being paid to the cast islands
adjacent to the property line. The intent is to create a green buffer approx. 10'-0" wide along
this property line with trees and grass. Our review of the landscape ordinance does not reveal
any other screening requirements, due to the fact that the adjacent property is zoned A-R, and
we feel that the islands with trees will create a distinct and beautiful transition between the
church property and what ever potential development occurs to the east. The parking will be
concrete with curbs and gutters which drain to the east, at which point catch basins will
capture the surface flow and inlet the water into a drainage pipe which will connect to the
storm sewer at Folsom. The existing open ditch along the east side of the classroom building
will be piped and filled, and turfed. A new access drive will run north — south along between
the existing building and the new parking. Eventually the access drive will extend around the
sanctuary to the north and connect to Major Drive, giving the site multiple access points, and
easy flow, reducing any potential congestion at the Folsom entrance drive.

4. New sanctuary, administrative, bride's room, and choir practice room. This will become the
new "home" of Wesley. Once this is complete we will vacate the site at Dowlen and Folsom,
thereafter we will no longer own the Dowlen property. This portion of the facility will be
attached to the north end of the existing classroom building and extend to the vicinity where
the existing baseball field stands. The sanctuary will have traditional form, with
sophisticated, contemporary details. The exterior materials will be stucco, brick, concrete
block, and metal roofs.
S. Pending successful completion of the sanctuary and if our growth continues, we will
implement the final phase which will include 4 more classrooms, a chapel, and a Boy Scout
building, which will extend from the north portion of the sanctuary and actually turn west to
create the north side of a courtyard.
6. The existing baseball field and batting cages, which is housed in a metal building, will be
relocated north, in order to clear the property for our future classrooms, chapel and north
access drive. This will still leave approx 4 acres of land to the north of the development.
It is our feeling that the proposed plans represent the improvement of this property by adding
several pieces of architecture that will have strong, simple and beautiful form, accentuating the
skyline of West Beaumont and anchoring this area of the city with a building of permanence.
Wesley has one of the fastest growing congregations in this region of the state, with many of our
members committed to the long term growth and prosperity of the city. All of the proposed
buildings will be residentially scaled, with the exception of the sanctuary which will rise to a
height above the administrative, choir, and other facilities. The parking areas are discreet, with
most of the spaces not visible from the streets, and buffered from its neighbor to the east by a
collonade of trees. The buildings also are not designed as monoliths. The roof heights vary, and
are arranged to create several intimate courtyards, and one entrance plaza with trees and a
fountain. No new site lighting is proposed; however, if any is added to the parking area, it will be
designed to not throw light into the adjacent property to the east. The baseball field is not
equipped with lights, so there is not a potential problem with interference with the surrounding
areas.

This application is in compliance with 7 of the 8 conditions required for approval. Comments
on conditions I and 7 follow:
(1) The relocation of the Wesley United Methodist Church from 3 890 Dowlen Road west
to 3810 North Major Drive on a 21 acre A-R zoned tract will enhance the growing
population and values in the far west end of Beaumont. They will have ample room
to grow and add to the neighborhood development along the Folsom Drive corridor.
It is our understanding that the present church at 3 890 Dowlen will be sold to another
church,
(7) The existing A-R tract (19 acres ) which lies adjacent to the subject property permits
residential development. The applicant should screen the parking lot, dumpster site,
future Boy Scout building, batting cages and other playing fields with fencing and
landscaping to protect the neighboring tract from possible adverse noise or visual
intrusions,
