Richardson, Planning Manager UR SUBJECT: Consider a request for an H-CL (Historic -Cultural Landmark Preservation Designation). (This case was postponed from May 29, 2002.) FILE: 43-HC STAFF REPORT The Planning Manager recommends approval of the historic designation. Rose Sprott Swain, the applicant, is requesting that the house at 2398 Roberts be designated as a City of Beaumont historic site. The property was purchased in 1913 by Mr. Ed Sprott, Sr. Ms. Swain states that he was the first African American postal worker in Beaumont and also one of the first African American landowners in Beaumont. He and his first wife Myrtle raised nine children in the two bedroom home located at 2398 Roberts. Three of the children born in the house became physicians and founded the Sprott Hospital at 2390 Cartwright. That property was declared a historic landmark by the City in 1999. The family homestead was also the birthplace of some of the early leaders of the black community in Beaumont. Four of the children became teachers, one a postal worker and one received his Ph.D. The house was built in the mid- I 800's and is typical of the farmhouse vernacular of the period. The house is currently under restoration. This item will be going to the Historic Landmark Commission on May 13, 2002 for their consideration. Exhibits are attached. Richardson, AICP Planning Manager Planning Division Dear Mr. Richardson, This is a request to be presented to the Historic Landmark Commission and the Planning & Zoning Commission to consider designating the property at 2398 Roberts Street as a historic Site. The property at 2398 Roberts was purchased in 1913 by Mr. Ed Sprott, Sr. He was the first African American postal workers and one of the first African American landowners in Beaumont. He and his wife Myrtle raised nine children in that two -bedroom home. All nine children became college graduates. Three of the nine became physicians and founded the Sprott Hospital (A couple of years ago the Sprott Hospital at 2390 Cartwright was honored and declared a historic landmark by the City of Beaumont) The homestead was the birthplace of the founders of the Sprott Hospital and early leaders of the black community in Beaumont. The following are the nine children born and raised in the proposed landmark. • Mildred Sprott White -Teacher • Waurine Sprott Anthony- Teacher • Dr. Ed Sprott U-Physician • Loraine Sprott Whittier -Teacher • Oliver Sprott- Postal Worker Dr. James Sprott-P&D • Dr. Curtis Sprott -Physician • Dr. Maxie Sprott -Physician • Myrtle Sprott Deplanter- Teacher From the first generation of Sprotts in Beaumont, there are four surviving children, 28 grandchildren, 49 great grandchildren, and 14 great -great grandchildren. We have developed the Sprott Family Foundation for the purpose of enriching and preserving the cultural and social heritage of the people of Beaumont through grant making activities and scholarships. The first order of business is restoration of the family homestead. The house was built in the mid-1800s. The architectural style is typical of the farmhouse vernacular of the period, Although undistinguished architecturally, in terms of architectural ornamentation and detailing, we feel that the age of the structure and social significance alone warrant the historic landmark designation.
