The Planning Manager recommends approval of this request for a specific use permit.
Bannum, Inc. is requesting this specific use permit in order to relocate its current facility at
1.310 Pennsylvania Avenue to 1255-1259 Broadway. Bannum has submitted a proposal to the
Federal Bureau of Prisons to relocate to the subject property. The existing building was
formerly the offices of Manpower. The building will require renovations to meet Federal
Bureau of Prisons safety requirements.
The term for the proposed contract is five years. The estimated requirement specifies 25 beds
for males and 5 beds for females. Federal placements at the facility will come from three
sources: individuals who are transferred from an institution to the facility for pre-release
programming, individuals who are committed directly to the facility by the Federal Courts, and
individuals under the supervision of the U.S. Probation Office for whom residence at the
facility is a condition of supervision. Nationwide, the average placement is three to four
months in length, although longer placements are sometimes made.
This facility will provide housing and related services to those persons from Beaumont and the
immediately surrounding area who are returning to their homes, family and friends. The
residents will go to work daily and return to the facility after work to sleep.
Each resident's movement in the community will be monitored. However, there are no bars,
locks or other physical restraints. Bannum will employ a professional staff to include social
workers to monitor and guide the residents through this period of transition. Violations of the
rules will call for reporting the resident to the appropriate Federal authorities.

The following information is provided as an addendum to our recent application for
permit and in response to the city's request relating thereto. Since Ban-nurn has been
operating this identical program at 1310 Pennsylvania, Beaumont, TX for over four and
one half years, we speak from experience.
Bannum's proposed use is compatible with and not injurious to the use and enjoyment of
other property, nor does it significantly diminish or impair property values within the
immediate vicinity.
Bannum's proposed use will not impede the normal and orderly development and
improvement of surrounding vacant property.
Adequate utilities, access roads, drainage and other necessary supporting facilities
currently exist.
The design, location and arrangement of all driveways and parking spaces provides for
the safe and convenient movement of vehicular and pedestrian traffic without adversely
affecting the general public or adjacent development.
There will be no offensive odor, fumes, dust, noise or vibration.
Directional lighting will not be required as the proposed use will not disturb or adversely
affect neighboring properties.
There exists sufficient landscaping and screening to insure harmony and compatibility
with adjacent property.
The proposed use would not negatively affect or hinder, in any way, the comprehensive
plan.
Again, we believe that our record of operations in Beaumont over the past four and one
half years speaks for itself and our current operation has not negatively impacted the
community with respect to any of the items discussed above.

Ms. Cathy Bellew and me tile opportunity to explain, in more detail, the purpose of Our
April 2. 2002 notification letter to the City of Beaumont. In that regard. the following
discussion will provide more information which may assist you in more thoroughly
evaluating our proposal.

end of October of this year. Accordingly, the Department of Justice has issued a
`. Request for Proposals- as they are required to do in order to address the government's
need for continuing program services in Beaumont, Bannum has rebid its existing
contract and we have proposed to relocate the program from 1310 Pennsylvania to 1255
Broadway, We provided you, as well as other city officials, with notice of our intent to
relocate out program on April 2. 2002, Then, on April 8. 2002. you responded by letter
on behalf of the city. In your response, you stated that our proposed location was 'lot in
the best interest of the community because it would affect churches, businesses and city
revitalization efforts. However. it is my understanding that our proposed location is
further removed from the downioAi area than is our current location and during the past
four and one hai 1, years ofoperiltion, our existing program hiss not negatively illipicted
downtown revitalizatioll efforts or surrounding businesses, in addition, our current
program is within four blocks of church and since many of our program participants
desire; to attend services, they have been welcomed, Moreover, Barinum will enhance its
outreach to the community at its proposed site by establishing a Community Relations
Board, The Board will be comprised of persons representing our surrounding
neighborhood and businesses, city offi
cials, local law enforcement, community,
organizations, social service agencies, university officials, churches and any other
persons or groups who may wish to participate.
As Nye discussed yesterday, Department of Justice representatives will be performing a
preliminary site inspectiffl, Of our proposed location at 1255 Broadway on Thursday, MaY
2, 2002 at 12 moon, We would like to invite you to attend that inspection. In addition
and at your suggestion, our program at 1310 Pennsylvania will conduct an "open house"

As you may be aware, Bannurn has been operating a Federal Community Correction Center
(CCC) or "halfway house" program for federal offenders releasing to the Beaumont, TX area at
1310 Pennsylvania Avenue, since 1997 (over four years). Our current contract is to expire on
October 31, 1, 2002, and therefore, we are re -bidding that contract for another five-year period in
response to a request for proposal, RFP 200-0722-SC, issued by the US. Department of Justice.,
Federal Bureau of Prisons. The BOP encourages full and open competition in the procurement of
these services; consequently, other offerors may also be responding to this RFP.
As part of the CCC contracting process, t���OPruthfromthe local law enforcement authority two le\,els of locally elected government officials.
This letter will serve as documentation of partial satisfaction of this requirement.
Bannum has submitted a proposal to the Federal Bureau of Prisons to relocate this Federal

The total term of the proposed contract is five years. The estimated requirement specifies 25
beds for males and 5 beds for females. These numbers reflect the BOP's best estimates of bed

space needs at this time. The BOP may exceed its original estimates if there s an unanticipated
need for additional bed space in this area. Performance is to begin on November 1, 2002 with
contract award made by July 1, 2002.
The BOP has a long history of transferring individuals wfio are within a few months of release to
a contractor -operated CCC for transitional programming These individuals have often been
removed from the community for an extended period of time. Sound correctional practice
suggests that CCCs enhance public safety by offering these individuals the opportunity to find
tI_ through a
employment, establish residence, and re-enter the community ftoill which they came thr
structured, supportive environment.
The BOP takes its responsibility for contract oversight very seriously. Contract language
establishes requirements for individual accountability, programming, life safety, staffing,
discipline, urine and alcohol surveillance, and a variety of other areas. These requirements are
closely monitored by BOP staff, who provide training and conduct both scheduled and
unannounced on -site inspections.
Federal placements at the CCC will come from three sources: individuals who are transferred
from a institution to the CCC'for pre-release programming, individuals who are committed
directly to the CCC by the Federal Courts, and individuals under the supervision of the U.S.
Probation office for whom residence at the CCC is a condition of supervision. Nationwide, the

their Sunday night curfew.
Bannum will monitor each resident's movement in the community by periodic on -site and
telephone verification of their employment, educational pursuits, family visits, or other
vAiereabouts. Bannum will assist the resident to find employrnent if they are not employed by
making referrals to local employment agencies and local employers which have expressed
interest in employing these residents.
Since this is a period of transition for these persons, Bannum simply assists them in re-
establishing employment and family ties, locating suitable housing and preparing to function
normal]), within the community to which they are returning. Bannum also makes referrals to
local community agencies as appropriate.
Bannuin's personnel monitor the program on a 24-hour basis, but there are no locks, bars, or
other physical restraints. Bannum will employ a professional staff to include social workers to
monitor and guide the residents through this period of transition.
If a resident violates his agreement to remain in the program by missing curfew, by unexcused
absence from work, etc., or if the resident falls to return to the facility or decides to leave the
facility without our permission, we cannot and will not stop them. In these cases we simply
report the resident to the appropriate Federal authorities. Penalties include a return to
incarceration.
Bannum's staff are not peace officers, are not permitted to carry weapons of any kind, and are
not authorized to physically restrain any person. Bannum's staff do no wear uniforms or possess
any other form of identification or powers than any other citizen of Beaumont.
For your review, we have attached Bannum's organization and program history and our role and
mission statement.
We look forward to continue servicing the city of Beaumont and working with you and other city
officials in relocating this program and ensuring its success.

Bannum was incorporated in 1994 for the purpose of contracting with Governmental agencies
for the provision of residential Community Correction Center (CCC) Programs.
We are currently authorized to do busine.s,., in the states of Alabama, Florida, North Carolina,
West Virginia, Mississippi) Kentucky, Gcorgia. Texas, South Carolina and Nevada.
During its previous sixteen -year history, Binnurn has contracted with the United States
Department of Justice, Bureau of'Prisons, Florida Department of Corrections, United States
Immigration and Naturali4oilon Set -vice, and through an affiliate company, with the Florida
Department of Health and Rehabilitative Services. Under these contracts, Bannum has operated
in excess of thirty residential contract programs, including work release, sanction center
programs, transitional drug aftercare services, mothers and infant program, juvenile group home
services and minimurn security components for the various Governmental agencies providing
accommodations for co-ed populations ranging from 15-70,
Previous operational experience also includes providing programs to the Immigration and
Naturalization Service for detention and counseling services for Mariel Cuban,, coming from the
Oakdale and Atlanta Penitentiaries as a result of the riots at those facilities.

housing, twenty-four hour monitoring and supervision, and access to medical care and
administration.

The majority of the administrative and fiscal responsibilities for the contracts are performed all
our central office location in Largo, Florida.
ROLE AND MISSION
Bannum, Inc. provides residential correctional rehabilitation services to individuals referred by
appropriate committing authorities. Programs consist of assistance and counseling in the areas
of:

Financial Management
Personal/Interpersonal Relationships
Family Involvement
Individual accountability is, achieved through a system of earned privileges, strict enforcement of
rules and regulations, frequent monitoring of whereabouts, intensive supervision, and staff
invok,cment. Program accountability is accomplished through a professional staff, and
adherence to policies and procedures of the committing authority.
Each facility has a system for the provision of set -vices and for referral to other agencies which
are directed toward the specific needs and goals of each client. Services are advanced through
suppoii, guidance and individual accountability.
