STAFF REPORT
The Planning Manager recommends approval of this request for a specific use permit subject
to the fence along the Cottonwood Avenue right-of-way be relocated to better accommodate
the proposed parking (Traffic Manager).
Fittz and Shipman, the applicants, are requesting on behalf of Correctional System, Inc. (CSI),
a specific use permit to allow the expansion of its transitional treatment center. CSI has
acquired a vacant church at 2435 Gulf Street. They would like to modify the structure into
administrative offices and a dining area. CSI would then convert its present office into a
dormitory.
CSI built its current location before the Zoning Ordinance required a specific use permit for
such facilities in a GC -MD District.
This facility currently takes State of Texas parolees. The residents are required to work off -
premise and only sleep at the facility. The facility is transitional in that it eases the residents
back into society. The residents are strictly monitored and any infraction of the rules will
constitute the issuance of a warrant for their arrest.

Submitted for your review is an application for a specific use permit for the subject facility. Correctional
System, Inc. (CSI) has acquired the church property on Lot 9 of Block 33 of the McFaddin Heights
Addition and plan to modify the structure into administation offices and dining area. This will allow CSI to
convert its present office into a dormitory. The facilities are on 9 lots totaling 1.55 acres.
As noted in the letter to Mark Horelica, the facility will increase from 150 beds to 210 beds, and increase
the staff by 5 employees to 20.
All facilities are existing including utilities, drainage, landscaping, etc. In addition to modifying the church
building and present office complex, CSI will be adding 9 new parking spaces as requested by Mark
Horelica.
Also attached are our statements for the eight (8) conditions needed for a specific use permit. These are
self-explanatory.

EIGHT CONDITIONS FOR A SPECIFIC USE PERMIT
1. All facilities and buildings are existing. The church on lot 9 is to be modified into offices and
dining area. Therefore the specific use will be compatible with other properties and not impair
property valves.
2. The purposed specific use will not impede improvement of surrounding property. Facilities are
existing.
3. All utilities, roads and drainage are existing and no changes are planned,
4. As requested by the transportation manager — Mark Horelica, 9 new parking spaces will be added
in the area of the proposed abandonment of Cottonwood (see attached letter). No adverse
conditions affecting the general public will occur.
5. No odors, fumes, dust, noise or vibrations will happen with the specific use planned.
6. No directional lighting is to be included. No signs are to be added.
7. All landscaping is existing.
8. All Facilities and buildings are existing. Therefore the proposed use (present use) is in
accordance with the comprehensive plan.
