Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow the expansion of a gymnastics studio in an RM-H (Residential Multiple Family Dwelling -Highest Density) District. FILE: 1628-P STAFF REPORT The Planning Manager recommends approval of this specific use permit subject to redesigning the proposed parking lot in order to eliminate one driveway on Tolivar Road. Marlon Quibodeaux, owner of Southern Star Gymnastics at 7595 Highway 105, wishes to buy the property immediately to the east of his property at 7575 Highway 105. He is proposing a three phase development plan for the property. In Phase 1, Mr. Quibodeaux wishes to use the home as a residence. In Phase 2, his 2 year goal is to use the south end of the property for more parking for the gymnastics studio. In Phase 3, his 5 year goal is to tear down the house and expand the gymnasium onto the subject property. Mr. Quibodeaux, states that his business has grown to the point that he will need to expand in the near ftiture. The adjacent property has become available for purchase. Exhibits are attached. Responses in Opposition LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being Lot 11, Neches Terrace Addition, City of Beaumont, Jefferson County, Texas, containing 0.75 acres, more or less. July 26, 2002 i` M We are requesting a specific use permit for 7575 Highway 105 which is adjacent to our business of Southern Star Gymnastics. Currently, there is a small home in the front of the lot and empty space in the back of the property. We will use the property as follows: Phase I - Immediate Goal: Use the home as a residence Phase 2 - 2 Year Goal: Use the back as more parking for our business Phase 3 - 5 Year Goal: Tear down the home and expand our existing gymnastic facility In 1987, we acquired our current property at 7595 Highway 105, We have expanded to two facilities totaling 12,800 square feet. We have steadily increased our enrollment of children's sports activities to 500 students. Our facility and property is beautifully landscaped and kept in immaculate condition. We gave reached a time in our business where we can not expand with out acquiring additional property. i"he property at 7575 Highway 105 has recently come up on the market and we have negotiated a purchase agreement from the seller. The seller is in favor of the zoning change. We have spoke to both residence 200' east of 7575 and they are both in favor of the change. We own the 200' west of the property. Of course, all adequate utilities, access entrances and exits, drainage and other necessary facilities will be provided. Driveways and parking spaces will be provided for a safe and convenient movement of vehicles and pedestrians. Measures will be taken to prevent or control noise, odors, fumes, dust and vibrations. Directional lighting should not disturb our neighbors. Privacy fences will be built. Landscaping is a must in our business. Our plan is to use the property to continue to teach children in Southeast Texas as we have for the past 17 years. If you have any questions, please feel free to call me at 898-1496. There is an existing curb cut on Tolivar. The proposed parking lot has two more curb cuts.
