Richardson, Planning Manager SUBJECT: Consider a request for a specific use permit to allow a church in an RM-H (Residential Multiple Family Dwelling -Highest Density) District. FILE: 1627-P STAFF REPORT The Planning Manager recommends approval of the specific use permit subject to a maximum capacity of 20 persons and a modification to the landscaping/screening requirements along the north, east and west property lines, El Shaddai Church is currently operating a church at 1570 Roberts Avenue. Staff notified the church that a specific use permit was required. The non -denominational church has a membership of approximately 20 people. Meetings are held on Sundays, Wednesdays and Fridays. Landscaping exists along the east property line in the form of tallow trees, a I O'yard and a 4' tall chain link fence. The applicant is requesting a waiver of the landscaping/screening requirements along the north and west property lines. A 20' wide alley separates the subject property and the property to the north. The property is presently zoned R-S. The Church membership is approximately 20 people and is a non -denominational service. Meetings are held on Sundays. Wednesdays. and Friday. The intended use of the property for a religious service is consistent with tile neighborhood. This neighborhood is an establish area fully developed. This area has utilities and the site is presently being served. The existing location of driveways, sidewalks. ect, will not disrupt traffic flow in the neighborhood. Tile use of this site for church services will not cause offensive fumes, dust. and noise of vibration, The lighting for the area will be from the existing Structure directed toNvard the entraiice and rear parking only. Sufficient landscaping exists to insure harmony with the neighborhood. The property is only occupied three (3) day a week, Filed Note Description The proposed use (a neighborhood church) will meet the needs of the neighborhood. Comments on items 4 and 7 follow: 4. There are 5 off-street parking spaces shown. The Zoning Ordinance requires I parking space for each 4 seats. This would limit maximum capacity to 20 persons. 7. The church is asking for a modification to the landscaping/screening requirements on the north, east and west sides of the property. Tallow trees and a 4' high chain link fence are located along the east property line. To the north is a 20' wide alley. On the property to the west, a building sits on the property line.
