Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Tallamar West, Lots 1-20 FILE: Preliminary Plat - Tallarnar West, Lots 1-20 STAFF REPORT The Planning Manager recommends approval ofthis request subject to the following condition: 1) The recommended placement of street lights is as follows: - Near the southeast property corner of Lot #I - Between Lots #2 and #3 - Between Lots #4 and 5 - Between Lots #6 and #7 - Between Lots #8 and #9 - Between Lots #9 and #10. The Planning Manager also recommends approval of variances to the 800 foot cul-de-sac length requirement and the I acre minimum lot size requirement. Joe Pattie with Carroll and Blackman, Inc. has submitted this preliminary plat for this 21 acre tract of land in Beaumont's Extraterritorial Jurisdiction. The subject property is located on the west side of Reins Road, south of Highway 105. This single family subdivision will consist of 20 lots ranging in size from 0.87 acres to 1.55 acres. Tallamar Drive will be built to City of Beaumont rural street standards, i. e. 60'right-of- way with a 20' wide concrete pavement and open ditch drainage. The plat reflects a 20' right-of-way dedication along Reins Road to accommodate its future expansion. A I' non -access easement along the east lines of Lots I and 20 will be recorded to restrict driveway access to Reins Road. Meeker Municipal Water District will provide water service to this development through an existing 8" main located on the east side of Reins Road. Each homeowner will be responsible for installing and maintaining their own approved wastewater disposal system. This subdivision plat was sent to all interested parties for review. Box 3827 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Manager Dear Mr. Richardson: In follow up to our meeting and discussions this past July regarding the above referenced project, transmitted herewith are the following: 1) 25prints of the preliminary plat for the proposed Tallamar West development 2) $ 300.00 application/processing fee (check no. 9052) 3) 5 prints of the proposed drainage plan 4) . 3 copies of the draft restrictions for this development 5) 1 reduced copy (8Y2"X 11) of the preliminary plat for your staff report This project is located in Jefferson County within the Extraterritorial Jurisdiction of the City of Beaumont and will consist of 20 lots ranging in size from 0.87 acres to 1.55 acres designated for single family residences. Access to these lots will entail the construction of a single concrete paved street extending west off of Reins Road, terminating with a cul-de-sac. With a street/block length of approximately 1400 feet, the developer requests a variance be granted citing the size and density of this development, to extend the proposed street beyond the 8W-1200'suggested lengths outlined in the subdivision regulations for the City of Beaumont and Jefferson County. The proposed street, Tallamar Drive, will be constructed to County standards for residential development, 20 foot wide reinforced concrete pavement on a 60 foot wide street right-of-way. The east 20 feet of the property adjoining the west line of Reins Road will be dedicated as additional right-of-way in accord- Mr Stephen Richardson, AICP City Of Beaumont Planning Manager 27 September 2002 Page 2 of 3 ance with the most recently adopted Major Street and Highway Plan which indicates a right-of-way requirement of 100 feet for future improvements to Reins Road. A I foot non - access easement will be recorded as a part of the final plat along the east lines of Lot 1 and 20 to restrict driveway access to Reins Road. Overhead electrical service will be provided along the front of the lots with four street lights proposed to illuminate the road while maintaining a rural atmosphere. The Meeker Municipal Water District will provide water service to this development via an existing 8" main located on the east side of Reins Road. Plans are to bore under Reins Road, install a casing, then tap and extend a 6" C900 water main to the cul-de-sac, reducing to a 2" line which -will serve the two end lots. 3 hydrants will be installed on this line at the locations shown for adequate fire protection. Each homeowner will be responsible forinstalling and maintaining theirown approved wastewater disposal system. Drainage for this development will consist of open ditches along each side of the proposed road per the attached plan and section. This project will include the preparation and implementation of a Storm Water Pollution Prevention Plan (SWPPP) per Federal regulation and guidelines. Erosion control measures (sloped end sections, cement stabilized sand, etc) will be constructed as a part of this development. The construction plans for this project will include a compliance sheet (General Location & Site Map) to accompany the SWPPP. Culvert sizing fordfiveways was calculated and is included on the drainage plan for future reference. This project since summer has generated a great interest as the developer has half of these lots under pre -sale contract anticipating closings and home starts at the first of the new year. We trust that plans for this development will meet with favorable approval from both the City of Beaumont Planning Commission and Jefferson County Commissioners' Court. Box 3827 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Manager Re: TALLAMAR WEST Dear Mr. Richardson: With the submittal of our preliminary plat for the above referenced project on September 271h , the developer requested a variance to the City's Subdivision Regulation (Section 24-13-k) to allow the proposed rural street to extend beyond the 800'4200'length outlined in the subdivision regulations forthe Cityof Beaumont and Jefferson County. In an oversight on my part, we did not, however, address the lot size issue with regard to A-R Zoning District requirements. Per our conversations earlier this afternoon, and on behalf of the developer, we would like our request for variance (Section 24-13-k) to include a slight reduction in the minimum lot size from the A-R requirement of 1 acre to a minimum of 0.8678 acres, which is the smallest of the proposed 20 lots, We feel these requests are reasonable given the density and type of development proposed and that the integrity of the Subdivision Ordinance would not be compromised in this particular case. We trust that these requests for variance will be met with favorable consideration and approved at the Planning Commission's upcoming meeting scheduled for October 21st.
