HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on July 12, 2021 and called
to order at 3:31 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Goodness moved to approve the minutes of the Regular Meeting held on
June 14, 2021. Commissioner Bell seconded the motion. The motion to approve carried 8:0.
REGULAR MEETING
1) PZ2021-179: Request for a Certificate of Appropriateness for an archive conservation
building.
Applicant: Mike Jenkins
Location: 2240 Calder Avenue
Ms. Laney presented the staff report. The applicant, Mike Jenkins, representing Jenkins
Construction, is asking permission to construct an accessory structure. This structure
would be used as an archive building for The Chambers House located at 2240 Calder
Avenue.
The proposed structure will be constructed on a concrete slab foundation. It will have a
pitched roof with a side gable and columns. The exterior of the structure is to be vertical
HardiPlank and the roof will be made of composition shingles to match the existing main

structure. The entrance to the building will be solid wood paneled doors. Additionally,
there will be a single, glazed, square window located on the north and south elevations of
the structure.
The proposed structure will be located in the rear of the property on the grassed area
adjacent to the existing storage buildings and parking lot visible to the public by way of
th
Mcfaddin Street and 7 Street. However, the building will be restricted to staff only and
will not be accessible to the public.
Slides of the subject property, proposed structure diagram, site plan and surrounding area were
shown.
Staff recommended approval of the request with the following conditions:
1. The structure shall have the same horizontal siding profile as the main structure
located on the property.
2. The structure shall paint to match the existing main structure.
Chairman Blazek asked about the orientation of the boarding on the existing out buildings and
Ms. Laney replied that it is horizontal.
The applicant was present. Rob Clark, representing Architectural Alliance Inc., 350 Pine Street
Suite 720, addressed the Commission. He stated that this project will be similar to other archive
buildings they have done and will follow the National Museum Association guidelines. He
provided a photograph of another accessory building to the Commission. He discussed the
typical siding of historical accessory buildings and stated that they did not necessarily require the
same direction siding as the main structure. Mr. Clark stated that the vertical siding would help
break up the horizontal lines and help to tie it back in with the existing utility buildings. He
added that the building will be air tight, dust free and mitigated for moisture. Finally, he
requested that they be able to use the vertical siding.
Chairman Blazek asked if the battens would be the same width as those on the main house and
Mr. Clark confirmed this to be the case. Vice Chairman LaBiche stated that the Commission has
approved both vertical and horizontal siding in the past. Chairman Blazek stated that she agreed
with the applicant’s request.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness for an
archive conservation building, for the property at 2240 Calder Avenue, as requested in file
PZ2021-179, as originally requested. Commissioner Craig seconded the motion. The motion to
approve the request carried 8:0.
2) Historic District Code Enforcement Report
Ms. Luckey reported that the Oaks Historic Code Enforcement Officer position is currently
vacant and the City is seeking a replacement. Ms. Luckey presented the Historic District Code

Enforcement Report, including information about current violations, inspections, Certificates of
Appropriateness and stop work orders.
