The Planning Manager recommends approval of this request.
This item is a request for a preliminary plat for a 10 lot, single family residential subdivision.
This subdivision would complete the extension of Champions Drive.
In December, 1999, the Planning Commission approved a preliminary plat for Willow Creek
Country Club Estates, Phase 11, Sections XA, XB and XC. Sections XA and XB were
completed.
In October, 2001, the Planning Commission granted an extension of time for the preliminary
plat. The developer expected to have Section XC completed in 2002. However, that section
was put on hold and the time expired on the extension in December, 2002. Therefore, the
developer is now submitting this plat to complete the project.
This plat was sent to all interested parties. No negative comments have been received.

Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for Phase 11, Section XC of
Willow Creek Country Club Estates
2) $300. 00 application fee (check no. 960 1)
3) Reduced copy (8Y2" X I V) of the preliminary plat for your staff
report
In November of 1999, we prepared and submitted a preliminary plat for
Phase //, Section X and master drainage plan for the extension of
Champions Drive. This preliminary was approved by the Planning
Commission on 12106199 followed by submittal of construction plans and
specifications (2129100) for a three phase development (Sections XA, XB'
and XC). Sections XA andXB have since been completed and in October of
2001 we submitted a request for extension of time on the preliminary plat
anticipating construction on the final development phase (Section XC) this
last year. Unfortunately, this project was put on hold and the time expired on
our extension of the original preliminary this past December. As originally
proposed, Phase //, Section XC of Willow Creek will consist of 10 lots for
single family residences and would complete the extension of Champions
Drive. The entire fight -of -way was dedicated as a part of the improvements
on Section XA and all major utilities (water, sanitary sewer, storm sewer,
electrical, etc.) have been completed as a part of Sections XA and XB.
Section XC will essentially be a paving project as all other utilities and
services have been accepted by the City for maintenance.

In light of the fact that we have received approval of the plat and construction plans on this
project with past submittals and that there are no changes to the lots or street from the
original plan, we intend to submit an updated version of the original construction plan set
and specifications this next week for the remaining paving improvements. An advance
review by the City Engineer would allow us to take preliminary bids and begin construction
very quickly after the preliminary plat is acted on by the Planning Commission on February
191. A grading permit will be prepared and submitted for approval after a contract has been
let for this remaining work.
Restrictions for this development will be consistent with those of record for previous
sections of Willow Creek (XA and XB).
We trust that this preliminary plat will be approved by the Planning Commission at the
scheduled meeting in February. Should you or your staff have any questions, certainly
