STAFF REPORT
The Planning Manager recommends approval subject to providing a 30' deep landscaped strip
on the north side of the subject property.
In 1992, City Council approved a specific use permit to allow storage of heavy equipment.
This use no longer exists.
Jimmie Williamson, the property owner, is now asking for a specific use permit to allow
building construction/general contractors and construction/special trade contractors on the
subject property. The proposal calls for three buildings, ranging in size from 3,750 sq. ft. to
4,950 sq. ft., and related parking.
The subject property abuts RS (Residential Single Family Dwelling) zoning to the north. An
8' tall screening fence and 10' deep landscape strip are required along that property line.
Instead of the 8' fence and 10' landscape strip, a 3 0' deep landscaped strip can be substituted.
There is currently a 6'tall chain link fence surrounding the property. Staffhas spoken with Mr.
Williamson about his alternatives and he has agreed to install a 30'deep landscaped strip along
the north property line.

Dear Mr. Richardson,
Sheri Arnold Properties, Inc. represents Mr. Williamson in the leasing and the
management of his properties. Mr. Williamson is requesting a "specific use permit" for
the vacant property located on the northeast corner of Washington Boulevard and
Chamberlin Street in effort to assist in marketing efforts in attracting a broader range of
businesses for this development. This property is currently zoned General Commercial —
Multiple Family Dwelling,
Mr. Williamson is asking for the Planning & Zoning Committee and the Beaumont City
Council to approve and allow additional trades to be included in this area. Mr. Williamson
is specifically requesting the modification of the current zoning to include the processes and
activities consistent with that of Consti-nction- Special Trade Conti -actors mid Building
Construction- General Contractors.

Regarding the above referenced section in obtaining a specific use permit the following is
submitted for the application:
I The specific use is compatible with the area and should not create an injurious
atmosphere or hinder the enjoyment of other property. This development is
consistent with similar properties in the area and will not diminish or impair property
values;
2. The specific use will not impede the normal or orderly development and will be ail
improvement to the surrounding vacant property;
3. Adequate utilities, access, drainage and other necessary supporting facilities have
been or will be provided;
4. The design, location and arrangement of all driveways and parking spaces meets
city requirements and will provide for the save an convenient movement of vehicles
and pedestrian traffic and will not affect the general public or adjacent development;
S. Adequate nuisance prevention measures will be taken to prevent and control
offensive odor, fumes, dust, noise and vibration by installing foliage and landscaping
along the north line;
6. Any required directional lighting will be placed as not to interfere with, disturb or
affect neighboring properties.
7. Sufficient landscaping and screening will be installed to insure harmony and
compatibility with adjacent property; and
8. This development and proposed uses are in accordance with the comprehensive plan_
