Richardson, Planning Manager UN SUBJECT: Request for a zone change from RM-H (Residential Multiple Family Dwelling -Highest Density) District to RCR (Residential Conservation and Revitalization) District FILE: 1664-Z STAFF REPORT The Planning Manager recommends approval of this request. The City of Beaumont Planning Division has conducted a zoning study of an 8 block area of the South Park neighborhood in order to implement a portion of the South Park Neighborhood Plan. The Plan designates this area as a "Redevelopment"area. A redevelopment area would allow for residential, some commercial and other uses that would compliment the existing neighborhood and the university community. RCR zoning would allow for low density residential by right and high density residential, some commercial and other uses with specific use permits. The subject area consists of a variety of land uses with the majority of the land consisting of multi -family or vacant. Lamar University owns the majority of the blocks bounded by Alabama, Florida, Rolfe Christopher and Cochran. This area has deteriorated significantly over the years. Many of the properties have become off -campus student housing. In addition, the university has invested substantial money into building on -campus housing. As a result, there is now an increasing need for a variety of uses that could serve both the university and the surrounding neighborhood. Exhibits are attached.
