SUBJECT: Request for a Preliminary Plat of Fairfield Subdivision, Phase I

The Planning Manager recommends approval of this request subject to the following
conditions:
1. On both the preliminary plat and the drainage plan, put the note stating, "All lots shall
be graded to drain to streets. Lots shall not drain onto adjacent lots before and after
structures are built." (Engineering)
2. The name Fairfield Avenue must be changed. There is already another street named
Fairfield. (Planning)
Carroll & Blackman, Inc. have applied for the approval of a preliminary plat of Fairfield
Subdivision, Phase I. Phase I consists of 42 single family residential lots. Access to the
development will be by a collector street intersecting with Major Drive, As part of the
construction of Phase 1, a sidewalk will be constructed along the north side of the collector
street. Additional sidewalks will be built oil both sides of all other streets.
The proposed median at the entry drive will be privately maintained. Electrical set -vice will be
underground. The water system will tap into the existing 24" main on the east side of Major
and extend into the development through a 10" main. Sanitary sewer service will tap into the
existing 54" main on the east side of Major and extend into the development through a 10"
main. Storm water will drain into an open channel section off the upper end of DD#6's
detention pond "A".
This plat was sent to all interested parties. At the time of the writing of this report, no
objections had been received except for the aforementioned conditions.
Once approved, a corrected preliminary plat must be resubmitted to the Planning Division.

Transmitted herewith in regard to the above referenced are the following:
30 prints of the preliminary plat for Phase / of the Fairfield
development
2) $300.00 application fee
3) 2 copies of the conceptual master development plan
4) Reduced copies (8Y2" X 1 V) of the preliminary plat and
conceptual master development plan for your staff report
5) 3 prints of the master drainage plan for the overall 59.93 acre
tract and computations for the proposed phased development
of the entry drive and first three streets.
As illustrated on the conceptual master plan, Fairfield will be developed in
several phases with Phase One consisting of 42 lots designated for single
family residences. The entry drive for this project will be median divided at
Major Drive (FM 34 7) then tapering to a collector width which would extend
east through the first five street intersections of the proposed development.
As a part of the construction on Phase /, a sidewalk will be constructed along
the north side of the collector per City requirements with additional sidewalks
to be constructed on both sides of a// streets as construction of each home
is completed perproposed development restrictions. All streets, storm sewer,
water, and sanitary sewer improvements will be constructed to current City
specifications and will be requested formaintenance by the City with final ap-

proval of the systems and dedication of all necessary easements for access. The proposed
median at the entry drive will be privately maintained. Electrical service for this
development will be underground with street lights (cobra -head lamps) placed at locations
shown. Telephone, gas, and cable services will be installed to serve this development
along with the dedication of all required easements for access and maintenance by the
various utility companies.
The water system for this project will entail tapping the existing 24 " main on the east side
of Major Drive and extending a 10" main to serve Phase I. Future plans are to cross
connect this system with the water main out of the future Barrington Heights development
and eventually loop this system into the extension ofDelaware. Sanitary sewer service will
entail the construction of a manhole on the existing 54" main on the east side of Major
Drive from which a 10" main trunk line will extend east to serve this overall development.
Construction of underground storm sewers for Phase I will include provisional junction
structures for the next two streets and outlet system to an open channel section off.the
upper end of DD6s detention pond A. On the attached drainage plan, a few pipe sizes
shown on the lower end of the system were modified from those shown on the preliminary
as a result of our final hydro -flow analysis. A Storm Water Pollution Prevention Plan
(SWPPP) will be prepared and implemented per State (TCEQ) Regulations for this project
in conjunction with the City of Beaumont's grading permit requirements.
Fairfield will be a restricted development, however, a draft of these restrictions is not yet
available. If necessary, I am sure the developer could put something together very quickly
for you to review on request.
We trust that these development plans will meet with the Planning Commission's favorable
approval at the upcoming meeting scheduled for May 12" 2003. Should you or your staff
