STAFF REPORT
The Planning Manager recommends approval ofthis request subject to rezoning the 8.6967 acre
tract south of Barrington Heights and the tract south of the proposed school site to GC-MD-2
and rezoning the remainder of the proposed GC-MD-2 to RS.
Don Shaver, Roger Meek and Richard Guseman, the applicants, are requesting a total of 185,77
acres of land for zone changes. The properties extend west and south of Barrington Heights
to the proposed Delaware Extension to Major Drive.
The proposed zoning requests include 154.3964 acres of RS (Residential Single Family
Dwelling) and 31.3755 acres of GC-MD-2 (General Commercial -Multiple Family Dwelling-2)
District. 20 acres of the RS zoning is being set aside for a future elementary school.
The concept plan proposes two collector streets intersecting with the Delaware Extension. The
development's entire Delaware frontage is proposed as GC-MD-2 zoning, The Development
Strategies Diagram element of the Comprehensive Plan designates commercial development
at the intersection of major thoroughfares. "District Commercial Centers" are designated at the
intersections of Delaware and Dowlen and Delaware and Major.
The applicants justify their request for 3 1+ acres of GC-MD-2 by stating that the configuration
of the proposed 80 acre DD#6 detention pond south of the Delaware Extension will make the
depth of the frontage along the south side of that street not conducive for residential
development. They suggest that the south side of Delaware will more than likely develop as
commercial, thereby justifying commercial on the north side.
Staff is concerned about the proliferation of commercial development along this section of
Delaware. There are other options for the south side of Delaware such as apartments or estate
size lots that could back tip to the detention pond. Due to size and configuration, staff would

recommend that the 8,6967 acre tract south of Barrington Heights and the tract south of the
proposed school site be rezoned to GC-MD-2. Staff recommends that the remainder of the
proposed GC-MD-2 be rezoned to RS.

Transmitted herewith in regard to the above referenced are the following:
4 Applications jointly submitted for amendment of the Zoning
Ordinance.
2) Application fee-$ 500.00 ($125. 00 per applicant).
3) 3 copies of the survey exhibiticonceptual master plan
4) Legal description for each of the 6 subject tracts.
These applications are jointly submitted for approval by the Planning
Commission per the various land uses illustrated on the conceptual plan
exhibit. The most immediate project is Fairfield, a proposed single family
residential development which would be accessed via collector from Major
Drive and constructed in several phases that would extend east to the DD6
ditch which bisects the overall subject property. The majority of the land east
of the ditch is proposed for the future expansion of the Barrington Heights
development with a new elementary school that would be accessed from the
proposed future construction of the Delaware extension in the near future.
Two collector streets would be extended from Delaware north to tie into the
existing east west collector out of Barrington Heights, Clayboum Drive. A R-
S classification is requested forthe 154.4 acres shown and described perthe
above attachments noted.

For the land immediately fronting the Delaware extension, a GC-MD-2 classification is
requested for this 31.4 acres which is comprised of two tracts. Depicted on the conceptual
plan, across Delaware from the subject properties, is the proposed location of an 80 acre
detention pond which DD6 has configured around the existing production facilities of
Hilcorp Energy leaving typically a 400 foot (400) frontage that would not be conducive to
a residential market. The two applicants feel that the similar depth proposed on this plan
would both compliment similar use for this section of the Delaware corridor while providing
a transitional buffer for the residents that would be abutting this area at some point in the
future.
We trust this request for zoning amendments will be met with favorable approval by the
Planning Commission and City Council at the Joint Public Hearing scheduled for May 19'.
