Richardson, Planning Manager URI SUBJECT: Request for a zone change from RM-H (Residential Multiple Family Dwelling -Highest Density) District to GC -MD (General Commercial -Multiple Family Dwelling) District or more restrictive district. I W11 W STAFF REPORT The Planning Manager recommends approval of this request. George Parsons, the applicant, is requesting a zone change from RM-H to GC -MD for properties located in the 2900 block of San Jacinto. The subject property has been commercial for many years. There are four metal buildings fronting on S. 4" Street from Rockwell to Terrell. There are six metal buildings sited on the east side of the block abutting San Jacinto. This area along S. 4"was zoned C-2 (Central Commercial) on the original zoning map in 1955. The east half of the block was zoned R-2 (now RM-H). The C-2 district allowed distribution, wholesale, fabrication and trucking, among other commercial uses, The C-2 was combined with C- I (retail) in the 1981 Zoning Ordinance to become GC -MD. In August, 2001, the City Council considered a request to rezone the entire Block 116 to C-M (Commercial -Manufacturing) District. City Council approved the rezoning of the west half of the block to C-M and a specific use permit to allow an abrasive waterjet cutting job shop at 2995 S. 4"' Street. The reason for the current request is the result of trying to get a building permit for 2930 San Jacinto and being denied because records showed that the building had been vacant for a year or more. Since the property is currently zoned RM-H, once the property's legal non- conforming use status is no longer valid, the property's use must revert back to one permitted in the RM-H District. The property has been commercial for years and the property owner has no intent of converting the property to residential.
