Richardson, Planning Manager W SUBJECT: Request for a zone change from RM-H (Residential Multiple Family Dwelling -Highest Density) District to LI (Light Industrial) District FILE: 1558-Z NOTE: This item was tabled by the Planning Commission on June 18, 2001. The Planning Manager recommends approval of this request. Joseph Durousseau Jr., the property owner of 2055 Hemlock, originally made this request in June, 2001. Mr. Durousseau wanted to open a welding shop. At that time, the Planning Manager recommended denial of this request. That denial was based upon the fact that it was spot zoning. At the original public hearing, there was discussion about ExxonMobil's plans for the old Charlton -Pollard school site which is just north of the subject property. That property was zoned RM-H. The Planning Commission decided to table Mr. Durousseau's request until such time that a zone change was granted for the Charlton -Pollard school site. In April, 2003, ExxonMobil asked for and was granted a zone change to LI for the Charlton - Pollard school site. Mr. Durousseau has now asked that his request be put back on the agenda. LEGAL DESCRIPTION FOR ORDINANCES PURPOSES Being Lot 17, Block 2, Willard First Addition, City of Beaumont, Jefferson County, Texas, containing 0.16 acres, more or less. r� r-Z- Request For Zoning Ordinance Change My name is Joseph Durousseau, Jr., and I've been a resident of the Charlton - Pollard Neighborhood since 1946. I'm also an active member of the Chariton - Pollard Neighborhood Association. My interest in requesting this change is simply that I'm of the opinion that I can make some difference in the lives of some of these young adults by opening a welding shop in the Charlton -Pollard Neighborhood. The intent is to teach this skill in order to enhance the quality of life of those involved'. I am totally aware of the condition of my community caused by drug abuse, and by children and young adults who view this as a common way of life. My desire is to establish opportunities for the employment and training in the field of welding, and to show the 'Members of my community that there is a better way. . I have discussed my intentions with several residents as well as fundamental organizations involved in the neighborhood (C-PNA and Weed and Seed members) and was encouraged by their avid support. The property in question is the adjoining lot of the former Charlton -Pollard High School campus located on the intersection of Hemlock and Lincoln. It is my understanding that the old school site is owned by the Exxon -Mobil Corporation and is the subject of an ongoing discussion between the Port of Beaumont and Exxon -Mobil. - In advance, I would like to thank you for giving your attention to this matter, and hopefully helping me make this truly a worthwhile venture.
