The Planning Manager recommends denial of this request.
Landry Rountree, owner of Landry's Towing, wishes to rezone his property at 1575 S. Major
to GC -MD,
In April, 2002, Mr. Landry requested a zone change and specific use permit to allow the
operation of his towing business, The business was to consist of an office and a vehicle storage
facility. The zone change to GC-MD-2 was granted but the specific use permit was denied.
At the public hearing, a number of neighbors spoke in opposition to the request of the towing
business. One of the major concerns involved the storage of vehicles.
Mr. Rountree states in his application that he has since spoken with two of his neighbors and
they would not object to the towing business if the facility was restricted to storing no more
than 10 vehicles at any one time as required in the GC -MD District.
The Planning Manager feels that GC-MD-2 zoning is appropriate for the property. It is
immediately adjacent to residential uses to the east. GC-MD-2 zoning would allow for the
extra protection that comes with a specific use permit. GC -MD zoning does not provide that
protection in many cases. In this particular case, the Planning Commission and City Council
could, with a specific use permit, limit the number of cars that could be stored on the property.

Dear Planning Commission and City Council,
1, Landry Rountree, dba. Landry's 24 Hour Towing am requesting a zoning change
from GC-MD-2 to GC -MD to be able to operate a towing office and vehicle storage
facility at our property located at 1575 S. Major. The office will be used for
administrative, dispatching, processing stored vehicles and 24 hour on site security. The
storage facility would be screened, surfaced and lighted to meet Texas Department of
Transportation standards as well as City of Beaumont Ordinances codes. The storage
facility would be used to store vehicles impounded by Beaumont Police Department,
Lamar Police Department, Texas Department of Public Safety and Jefferson County
Sheriffs Office (wrecks, stolen, custody arrest and abandoned vehicles, etc).
We applied for a Specific Use Permit in February 2002 and it was denied because of
concerns of the neighbors. I have since discussed the concerns of the two neighbors in the
two hundred -foot notification area of my property that were opposed to me locating here
They have agreed to allow me to locate at this location if the zoning is changed to GC -
MD, which would allow a towing office and storage of up to 10 vehicles only without a
Specific Use Permit. They were also concerned about it being a salvage yard where cars
were dismantled and used parts sold, this would not be allowed under GC -MD even with
a Specific Use Permit. All the lots, with the exception of mine, that are North of the pipe
line right of way are zoned GC -MD all the way to College St. This change would allow
me to operate my business here and would bring uniformity in this area in the zoning
classification.
Our company has been in business in Beaumont since 1980, therefore I can
understand the importance and need for Vehicle Storage Facilities in the City of
Beaumont in keeping vehicles in the above mentioned situations from being scattered
throughout the city in residential, commercial and public street places. Major Drive is a
road that is poised to be one of Beaumont's premiere thoroughfares and development
areas, and it is our goal as a company to provide a business there that will compliment the
comprehensive plan for Major Drive and the City of Beaumont. If I can answer any
