SUBJECT: Request for a specific use permit to allow an accessory church parking lot in an RM-H
(Residential Multiple Family Dwelling -Highest Density) District.

STAFF REPORT
The Planning Manager recommends approval of this request subject to providing 8' tall wood
screening fences and 10' wide landscape strips on the east and west sides of the subject
property.
New Birth Assembly of God Church is requesting a specific use permit to allow an accessory
parking lot at 2185 Taylor Street.
In 2002, the church received a specific use permit for the construction of a new parking lot on
property at2185 Wilson Street, across the street from the main sanctuary. The new parking lot
would be located to the north of the sanctuary.

To Whom It May Concern:
New Birth Church would like to request a Specific Use Permit for the property at
2185 Taylor Street to be used as a parking lot, This would ensure that we would have
adequate parking to compliment our new facility as well as more parking spaces on the
same side of the street as our place of worship. The lot is located behind what will soon
be the location of our new facility. These two locations are separated merely by the alley.
This parking lot will replace a condemned house, which is demolished and now
maintained by the city.
This proposed action will not diminish property value, nor will it impede the
development of surrounding vacant properties. Adversely, this will improve the value of
surrounding properties with added lighting which will not affect our neighbors,
landscaping to beautify, and enhance the area, as well as added driveways and parking
spaces arranged for safe and convenient movement of traffic without affecting our
neighbors whom we have had a good relationship with for 16 years.
If any drainage work or other necessary requirements are needed for this proposal,
we will comply.

This application is in conformance with seven of the eight conditions necessary for approval.
Comments on Condition 7 follows:
7. The site plan shows existing chain link fences along the east and west sides of the
subject property. Residences exist on either side of the proposed parking lot and those
properties are zoned RM-H. Therefore, an 8' tall wood screening fence and 10'
landscape strip are required along the east and west sides. A 20' wide alley abuts the
property to the south. No screening is required along the alley,
