SUBJECT: Consider a request for a specific use permit to allow a car detailing shop in an RCR
(Residential Conservation and Revitalization) District.

STAFF REPORT
The Planning Manager recommends approval of this request subject to showing, as pail of the
building plans, how all wash water shall be contained on site and/or disposed of
Ricky Roy is requesting a specific use permit to allow the operation of a car detail shop at 2893
Concord, Mr. Roy plans to place an 800 sq. ft. building on the property that will include an
office and covered wash area.
An 8'tall wood screening fence and I O'wide landscape buffer will be required along the south
and east sides of the subject property. A 6'wide landscape strip will also be required along the
street frontage. The only sign identifying the business will be located on the building.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being Lot C, Block 1, Bullock Addition, City of Beaumont, Jefferson County, Texas,
containing 0.289 acres, more or less.
Specific Use Permit Application
1, Ricky Roy, am looking at the possibility of owning and operating a car care detailing
shop. My plans are to build or have a pre -fabricated building placed on the property.
This building would not diminish or impair property value. It would also not impede the
normal and orderly development and improvement of the surrounding vacant property.
The utilities and access road and driveway would be constructed to city code for the area.
The design and location of the driveway and parking area would not affect the general
public or adjacent development.
The operation would not be a nuisance to the area. Everything possible will be done to
prevent or control any offensive order, fumes, dust, noise, and vibration. Also the
fighting for the property would be directed in a position as to not affect neighboring
properties.
I have attached a drawing of the proposed site including the landscaping and screening
for the property.
