FILE: 1676-P STAFF REPORT The Planning Manager recommends approval of this request subject to: 1. to providing an 8'tall wood screening fence and a 10'wide landscape strip along the cast side of the subject property; 2. that the landscaping/screening requirements along the west side of the subject property be waived; and 3. that the attached owner identification sign shall not exceed 40 sq. ft. in area. Marvin Jones, the applicant and property owner, is requesting a specific use permit to allow him to operate a 240 sq. ft. barber and beauty shop at 3440 W. Euclid Avenue. Mr. Jones has operated a barber shop at other locations in the city for the last 40 years. Mr. Jones inherited this property and would like to now move to this location. I have been a License Barber for forty years and have maintain a safe and efficient shop. I have been in compliance in every area during annual inspections, plus I have received an award for excellent service throughout the years with state board. I am submitting this letter of intent in hopes to obtain a specific use permit for a Barber and Beauty Shop (A shop that provides services to individuals dealing with hair cuts, facials, eyebrow arching, etc. for less then ten hours a day for five days a week). My intentions are to provide services to each of my customer in a safe environment. I have requested a permit for a Barber & Beauty Shop because I strongly believe that quality is better than quantity. The customers that I service is provided with good quality care. All of them have been customers for years. I have provided information from my customers about the service I provide to them. The Barber & Beauty Shop will be open from nine o'clock a.m. to six O'clock p.m. with the exception of holidays and how they fall that time of the year. Generally, I am closed every Sunday and Monday of the week unless a holiday falls on either one, then I am generally closed the day before or the day after. In keeping with all city and state guidelines this Barber & Beauty Shop will remain in accordance with the comprehensive planes. Hopefully, I have addressed all necessary areas of importance for applying for the specific use permit. In reading this, I hope you find all the supporting documents to be appropriate and grant me this permit. BARBER it In the service that I have provided for forty --three years now, dealing with the public I have realize and found myself not wanting to do anything else other than providing services in cutting hair to my customers. I love getting up each morning opening the shop. There are mornings when I arrive there is several customers waiting on me. I have customers that have been with me since they could sit up alone and get there hair cut. I hope that the love and care along with the services that I provide makes a difference not only in their lives but in the lives of many other future customers. I truly believe that when operating a business as long as I have, that you begin to treat it like a home atmosphere it builds trust in you and your customers. They have confidence in me... I believe that I have truly found my place working as a Barber. It was always my life long dream and I really enjoy it. My goal is to open and operate the Barber and Beauty ,shop across from my home. in the past four or five years I have develop a handicap due to back surgery, this opportunity will bring me closer to home and being closer to home will be a great deed of help. I am married with six grown children who supports my decision about opening and operating the shop across from the homestead. The vacant lot in which I would like to used is also a homestead area. There was a house that sit there that belong to my mother and father. Recently the house was torn down and haul off, leaving the lot vacant and free of trash. I had one sibling who is now deceased also. I would like to share my previous years of experience and qualification with you. I received my Barber's License forty- three years ago. I attended Tyler Barber College in Houston, Texas. I then moved to Beaumont and set up shop on the corner of Washington Blvd. And Houston, this is how I came by the name of Blvd. Barber and Beauty Shop. I was there for thirty-one years until a tornado tore down the shop causing unrepairable condition. I then moved to 4375 South 41" Street where I have been for about ten years cutting hair. Due to my handicap I decided it would be best if I set up shop closer to home. The location that I would like to open and operate the Barber and Beauty Shop is located across the street from my home. It has vacant lots that surround it and a few resident's that has been my neighbours for years. I've had a very positive response from all the neighbours and have no reason to believe that my Barber and Beauty Shop would impede the normal and orderly development or improvement of the surrounding vacant The Barber and Beauty Shop will operate on the same scale as a normal residence, with the exception of a few changes requested to meet both city and state guidelines. Due to the size of the Barber and Beauty Shop, it will not be a concern about the parking. Comments on Conditions 2 and 7 follow: 2. Mr. Jones states that the only sign he will have is a 10' x 10' attached sign. The maximum size allowed for an attached sign is 40 sq. ft. 7. The subject property is adjacent to GC -MD zoning to the north and RM-H zoning to the east and west. Mr. Jones states that he will construct an 8'tall wood screening fence to the north. However, he is requesting a modification to the landscaping/screening requirements along the east and west sides of the property. The property owner to the west does not want a fence along her property line. Mr. Jones states that lie does not feel that a fence is needed along the east property line because the adjacent property is a vacant lot. The Planning Manager recommends that an 8'tall wood screening fence and a 10' wide landscape strip be required along the east property line and that the landscaping/screening requirement along the west property line be waived.
