Richardson, Planning Manager SUBJECT: Request for a preliminary plat of Westchase Village, Section Five FILE: Preliminary Plat - Westchase Village, Section Five STAFF REPORT The Planning Manager recommends approval ofthis request subjeettothe following conditions with a waiver of the temporary cul-de-sac requirement on Deer Chase Drive: 1 Label the proposed drainage ditch east of the subject property as "temporary" and "To be maintained by the developer". (Engineering) 2. Install 3 OM-4P end -of -roadway markers at the dead end of Whisper Wind Drive. Fittz and Shipman, Inc. is requesting preliminary plat approval for a 4.07 acre tract of land located east of Sunflower. The property will be developed as a 14 lot single family residential subdivision. The property will be served by an extension of Deer Chase Drive, a 28' wide concrete curb -and -gutter street. Fittz & Shipman is requesting a waiver of the temporary cul-de-sac requirement on the eastern end of Deer Chase Drive. They state that Lots 13 and 28 are only 75 feet from the intersection of Deer Chase and Whisper Wind and emergency vehicles are garbage trucks can use this "T" intersection for turn-arounds. This plat was sent to all interested parties. No objections were received. Once approved, corrected copies of the plat must be submitted to the Planning Division, Exhibits are attached. The drainage calculations are also attached for your review and approval. We would like to appear before the Planning Commission on August 18, 2003. Also, we are requesting a variance to the temporary cul-de-sac usually required at the temporary cast end of Deer Chase Drive. The variance is requested for the following reasons. 1. Lots 13 and 28 are only 75 feet from the intersection of Deer Chase Drive and Whisper Wind Drive. 2. Emergency vehicles and garage trucks can use the aforementioned "T" intersection for turn arounds. 3. House layouts and driveways will be located to eliminate any need for the temporary cul-de-sac.
