SUBJECT: Consider a request for a specific use permit to allow a transitional housing (residential
care) facility in an RCR (Residential Conservation and Revitalization) District.

The Planning Manager recommends approval subject to revising the site plan to reflect the
moving of the south curb cut for the curved drive 10' feet from the south property line.
Statewide Consolidated Community Development Corporation (Statewide) is proposing to
open and operate a transitional housing facility at 1616 Sabine Pass. Statewide is a private non-
profit, tax-exempt, charitable organization which helps low and moderate income individuals
and families with their housing needs, both home ownership and Section 8 rental housing.
Statewide is working with the Beaumont Housing Authority and Spindletop MHM.R Services
to help those individuals in serious need of affordable housing. Statewide has identified the
disabled, as a class of people who are underserved in their housing needs.
Statewide proposes to renovate the building located at 1616 Sabine Pass. This building
formerly housed the Salvation Army, The facility will be used to house up to 25 male and
female disabled individuals who are in transition. Individuals will be responsible for their own
living expenses because they are supported through local and state assistance programs.
The building is to be totally renovated and landscaped. An 8'tall privacy fence will be installed
to serve as a buffer to the surrounding properties.
At the proposed facility, residents will receive personal, individualized care and assistance on
a daily basis. Working with MHMR, professionally guided career consultation will be
provided to help foster independence and empowerment. Leisure and recreational activity
programs will also be provided. Common areas and amentities that will be provided within the
facility include a library and computer room, parlor, dining area and education, training and
activity room.

Dear Madam or Sir,
Statewide Consolidated Community Development Corporation, Inc. (Statewide), is a private
non-profit, tax-exempt, charitable organization, which helps individuals, and families who are
low and moderate income achieve the American Dream of homeownership and rental housing
for Section 8 tenants.
Since its inception in 1996, Statewide has administered approximately two mullion
($2,000,000.00) in HOME and CDBG funds contracted with the City of Beaumont. One of
our purposes is to provide decent, safe and sanitary housing in the City of Beaumont for
families of low and moderate income who otherwise would not be able to find or afford a
suitable place to live.
Statewide is working closely with other non -profits whose clients are in serious need of
affordable housing. These organizations include the Beaumont Housing Authority and Spindle
top NIHMR Services (formerly Life Resources).
Statewide will work with MHMIi professionals to offer an Employment Preparation Course.
This twelve-hour course includes interview preparation, written applications, resume
preparation, reference preparation, social skills at the work place, identifying work skills,
employer expectations, and a self -directed job search. The course is ideal for people who are
entering the competitive job market for the first time, as well as for people who have found it
difficult to find the right job or keep a job once they have been hired.
Statewide offers a Community Rehabilitation Program, which primarily provides employment
to individuals who are disabled. This program is a Presidential initiative to work individuals
with disabilities at participating federal agency sites providing ground maintenance and
custodial services.

Statewide has identified the disabled, as a class of people who are under served in their
housing needs. Statewide is focused on improving the self-sufficiency status and quality of
life of the city's indigent residents. Statewide's services are fundamentally necessary for
disabled individuals to assist them in the procurement of a decent and safe place to five.
Statewide is focused on improving the community's housing condition. Statewide proposes to
renovate the building located at 1616 Sabine Pass, Beaumont, Texas 77705, which formerly
housed the Salvation Army, and zoned appropriately. The facility will be used to house
disabled individuals who are in transition.
The transitional home will be of a beautifully renovated building complete with shrubbery on
a manicured lawn and have an 8-foot privacy fence to serve as a buffer to the residential
community, and its appearance will enhance surrounding properties. The renovation of this
building will enhance and promote the revitalization efforts that are on going in the Charlton
Pollard Community. I
As depicted in the site plans Statewide will provide sufficient parking in scope for the
transitional home to house 25 residents. The transitional home will be designed with parking
and entry ramps to accommodate the disabled individuals.
The building's interior will be designed to include two bathrooms and doorways that will meet
ADA specifications. Railings, ramps, and hand bars will be strategically place throughout the
building to enhance the mobility of the disable residents.
Presently, sufficient road access exists and egression and ingression is favorable along Sabine
Pass, Drainage in the area is good and availability of sufficient gas and electrical utilities exist.
Precautions regarding parking, safety, driveway location, building position and traffic
movement were considered in the site plan design and have been favorably detailed. The
renovations to the building will not impede the existing sufficiency of the drainage system.
Establishing a privacy fence, shrubbery alone the buffer zone and encompassing a non-public
accessible courtyard will attain limited disturbances, while minimizing pedestrian traffic to the
neighboring residents. On site security will ensure the safety and enhance the quality of life of
the facility's residents. Maintenance and housekeeping procedures will be implemented to
eliminate or reduce any offensive odors, fumes, dust, noise or vibrations.
The building will be equipped with adequate fighting for the parking area that will not be a
hindrance or nuisance to the neighboring residents but will enhance security of the parking lot
as well as the remainder of the property. Landscaping will be installed that will beautify the
facility and the adjacent vacant lot. The proposed use is consistent with the City of
Beaumont's Comprehensive Plan to provide decent, safe and sanitary living to the city's
disabled population.

Transitional housing residents will receive personal, individualized care, and assistance on a
day basis, Included in the monthly fee each resident will also receive the following services:
o Initial intake screening process
o Personalized Care Plans that meet individual needs of each resident based on an initial
intake screening assessment
o Medication management
o Three nutritious meals served daily in the facility's dinning area
o Professionally guided career consultation fostering independence and empowerment
e On site access to Texas Work Force Commission
o Leisure and recreational activity programs
o Utilities (excluding telephone and cable TV)
o Minimum assistance with housekeeping and personal laundry duties
o Maintenance of building and grounds
Common Areas & Amenities
e Library and Computer Room
o Parlor
o Dining area
o Emergency response fire security system
e Special features throughout to ensure safety
o Education, Training and Activity Room
Individuals will be responsible for their own living expenses because they are supported
through Local and State assistance programs.
Providing appropriate housing options for persons with disabilities is highly cost effective
because of the significant savings that would result from enabling such persons to five
productive fives. Securing the specific use permit would allow Statewide to embark on the
valued opportunity to serve the housing needs of the developmentally disable low-income
